Japan is a completely different situation. Japan, a xenophobic island nation, and the USA, a massive country with massive borders, and very diverse population. It's very difficult to compare them.

Japan's culture is inherently rule driven. There are so many cultural rules, that it's easy to follow governmental laws. And, Japan has an incredibly well developed policing system. And, older people generally don't commit crime as much. Also, Japan does not totally ban guns.

The USA is very different culturally. Being a "rebel" in the USA, is actually the more common viewpoint. The American policing system is quite developed, but not in the same way. There are a plethora of issues with America that directly hurt policing efforts.

And why did Japan suddenly come up?
