The write-up explains some of this, but the village's population increase is tied into a weakening of the Great Hakurei Border. This weakening is large enough for lost people and entire groups of outsiders to come in, as referenced in the unknown, largely adult population boom in the Human Village, but not large enough - still - for unknown technologies to slip in. The Border is expected to hold and already does magically shield itself from the known civilized world. Detection of such a zone is possible, but physically entering Gensokyo's region doesn't always constitute admittance.

For a real-life analogy, some of Gensokyo's geography is based on real Japanese locations, where cities and people actually live. However, Gensokyo exists in an alternate dimension sort of way, granted by the Great Hakurei Border. Modern technology does not know to guarantee entering this dimension. Future Technology may know, but the "Prime Directive" is intended to restrict this. If a roleplay device is necessary to enforce this, then fine. However, minding the region's wish for a central location with their nations allowed for input, it is my intention that the region would respect such a rule.

I'm open to discussion about how the Prime Directive rule should be applied, but I believe it would not be in a region member's best interest to violate agreed-upon rules that - I believe - seek to enhance the experience of Gensokyo and its rarely-featured tech level.
