Constitution Of Nasunia
.



Preamble

We, the people of Nasunia, united under its flag, do hereby promulgate this Constitution to sustain a united and fair government, to promote a truthful and equal society, and to nurture and protect the interests and needs of the people.





• Citizenship •

  1. Citizenship in the region may be attained if the nation meets the following requirements:

    1. Nation must have the regional influence rank 'Nipper' or higher in Nasunia;

    2. Nation must have lodged a minimum of three (3) posts in the Nasunian Regional Message Board that does not include spam, advertising, nonsense, or otherwise;

    3. After completing all above requirements, nation must lodge the following post on the Nasunian RMB:
      "I, [nation name], of the region of Nasunia, pledge allegiance to the flag of Nasunia, and to respect its laws and its people, for as long as it stands."

    4. If a member of the SCoN demands a nation to disclose all their puppet nations or their main nation, the nation-in-question must do so. Failure to comply will result to being charged with Disobedience.

  2. Nations that move out of Nasunia shall not be revoked of their citizenship unless cited by law.

  3. Citizenship may be revoked if;

    1. The regional Judiciary sanctions the nation as such under a valid reason;

    2. The people vote for such and attain a vote count of atleast twenty (20) citizens of Nasunia and bring the proposal to the regional Judiciary with a valid reason;

    3. The nation ceases to exist;

  4. Citizenship may be reattained under the requirements stated under Article I.

    1. A nation who has lost his/her citizenship due to subsections A or B of Article II shall only be valid for citizenship if pardoned by the regional Judiciary, Emperor, or Prime Minister.

    2. A nation that has ceased to exist shall only be valid for citizenship if the nation is refounded and is located inside Nasunia.

  5. Nations located inside Nasunia shall be referred to as "Nasunian(s)" regardless of citizenship status.

  6. Citizens of Nasunia shall be given and not withheld to the following privileges unless provided by law:
    a. Ability to vote in elections;
    b. Ability to run in elections;
    c. Ability to be appointed for government positions;
    d. Ability to draft and propose bills and amendments;
    e. Ability to found and join government parties;
    f. Ability to start petitions.

  7. All nations, excluding puppets, located inside Nasunia on and before the passing of this act shall immediately attain citizenship as natives.

  8. Puppet nations shall be forbidden to attain citizenship and their presence inside Nasunia shall link them to the citizenship status of their main nation.



  1. The distribution of powers shall be as follows:

    1. Emperor of Nasunia

    2. World Assembly Delegate

    3. Chief Magistrate

        Magisters

    4. Prime Minister

      1. Deputy Prime Minister

    5. Minister of Interior

      1. Interior Secretariat

      2. Deputies of Interior

    6. Minister of Foreign Affairs

      1. Foreign Affairs Secretariat

      2. Diplomats

    7. Minister of Culture

      1. Cultural Secretariat

      2. Deputies of Culture

  2. Establishes the position of Emperor of Nasunia as the highest position in the region.

    1. The Emperor shall be the Founder of the region.

    2. The Emperor shall have full control over the region.

    3. The Emperor cannot be sanctioned or deterred in any way, shape, or form.

  3. Establishes the position of World Assembly Delegate.

    1. The World Assembly Delegate shall be the nation with the most endorsements.

    2. The position holds no government powers and instead bears ceremonial powers.

    3. The Delegate shall represent the entirety of Nasunia in all World Assembly matters.

    4. The Delegate shall have the power over World Assembly.

  4. Establishes the office of Prime Minister.

    1. The office of Prime Minister shall be the highest elected position.

    2. The Prime Minister shall be in charge of all government matters within the region. This includes checks and balances among the other positions.

    3. In the absence of the Emperor, the Prime Minister shall immediately replace the position.

    4. The Prime Minister can appoint one (1) Deputy Prime Minister to assist him/her of his/her duties.

    5. The Deputy Prime Minister shall have all the powers of the Prime Minister but must pass his/her decisions through the Prime Minister.

    6. The Prime Minister shall be the Head of Cabinet

    7. The Prime Minister shall have powers over Appearance, Communications, Border Control, Embassies, and Polls

  5. Establishes the office of the Minister of Interior.

    1. The Minister of Interior shall be in charge of all matters concerning the people of the region, including citizenship, government parties, campaigns, and other duties stated by law.

    2. The Minister of Interior can appoint one (1) Secretariat of Interior and up to five (5) Deputies.

    3. The Secretariat shall be the Head of the Deputies.

    4. The Secretariat and Deputies shall assist the Minister of Interior in all his/her duties.

    5. The Minister Of Interior shall have powers over Appearance, Border Control, Communications, and Polls.

  6. Establishes the office of the Minister of Foreign Affairs.

    1. The Minister of Foreign Affairs shall be in charge of all matters concerning regions and nations outside of Nasunia, including partnerships, agreements, embassies, and other duties stated by law.

    2. The Minister of Foreign Affairs can appoint one (1) Secretariat of Foreign Affairs and an indefinite amount of Diplomats.

    3. The Secretariat shall be the Head of the Diplomats.

    4. The Secretariat shall assist the Minister of Foreign Affairs in all his/her duties.

    5. The Diplomats shall be assigned a region to nurture and develop relations with Nasunia.

    6. The Minister of Foreign Affairs shall have powers over Appearance, Communications, Embassies, and Polls.

  7. Establishes the office if the Minister of Culture

    1. The Minister of Culture shall be in charge of all matters concerning roleplay inside and outside Nasunia, including cartography, trade, alliances, and other duties stated by law.

    2. The Minister of Culture can appoint one (1) Secretariat of Culture and up to five (5) Deputies.

    3. The Secretariat shall be the Head of the Deputies.

    4. The Secretariat and Deputies shall assist the Minister of Culture in all his/her duties.

    5. The Minister of Culture shall have powers over Appearance, Communications, and Polls.

  8. The Prime Minister and Ministers of Interior, Foreign Affairs, and Culture shall be elected by the people via polls. The candidate with the highest vote shall be inducted into office he/she is running for by the Emperor.

  9. The terms of the Prime Minister and Ministers shall be indefinite until a candidate runs against them.

    1. Candidates must publicly announce their candidacy on the regional message board include what position they are running for, political party they represent (or if independent) their goals, and their prior experience.

    2. Candidates must be official citizens of Nasunia, have at least served once in any position in Nasunia, lodged at least 20 messages in the regional message board, and have the influence rank of "Squire".

    3. The Prime Minister shall oversee the elections and will give the candidate(s) and Minister three days to campaign and run the election poll for two days. Only citizen votes may count in the final ballot.



    1. There shall be a Cabinet, which is charged with all legislative matters in the region.

      1. The Cabinet shall be headed by the Prime Minister.

      2. It shall compose of the Prime Minister, Chief Magistrate, Ministers of Interior, Foreign Affairs, and Culture, and at least one (1) representative from each official government party.

    2. The Cabinet may pass amendments and bills.

      1. All legislative proposals must be presented to the Cabinet, who, in turn, shall vote for or against the passing of the proposal.

      2. A proposal must attain at least half of the Cabinet voting for it.

      3. A proposal may be vetoed by the Emperor.

      4. If a proposal is denied or vetoed, it may be resubmitted up to three (3) times, before it is abandoned.



    1. There shall be a Supreme Court of Nasunia, henceforth known as SCoN, and shall be charged with all judicial matters in the region.

      1. The SCoN shall consist of a Chief Magistrate and three other Magisters.

      2. The Chief Magistrate shall be elected like a Minister, while the Magisters shall be appointed.

      3. After a Chief Magistrate is elected, one (1) Magister shall be appointed by the Emperor, one (1) by the Prime Minister, and one (1) by the Chief Magistrate.

      4. The Chief Magistrate shall have the power over Border Control, Appearance, Communication, and Polls

    2. The SCoN can act upon criminal trials and release sanctions and/or deterrents.

      1. If a nation in convicted of a crime, the SCoN must act upon it immediately.

      2. The Chief Magistrate shall be responsible for assigning the final verdict and punishment to the nation-in-question.

      3. A nation can be considered guilty of the crime if two (2) out of four (4) of the members of SCoN votes him/her as guilty.

      4. If a nation is considered innocent by the majority of the member of SCoN, all charges shall be dropped immediately.

      5. The SCoN may, at any time, suspend a nation's citizenship if accompanied with a valid reason.

      6. If the nation-in-question is a Magister, the Chief Magistrate shall assign the final verdict and punishment regardless of the Magisters' vote.

      7. If the nation-in-question is the Chief Magistrate, the Prime Minister or the Emperor shall assign the final verdict and punishment.



    1. All nations must abide by the rules and regulations of NationStates at all times.

    2. There shall be minor crimes, which shall consist of the following;

      1. Spam, defined as long useless posts or a series of at least three (3) useless posts in a row. These posts shall be suppressed on sight and the nation/s responsible shall be given a warning.

      2. Flaming, defined as directly attacking or offending other people. These posts shall be suppressed on sight and the nation/s responsible shall be given a warning.

      3. Disobedience, defined as ignoring official government orders/duties. People involved in disobedience shall be given a warning or shall be ejected, but not banned.

      4. Illegal Advertising, defined as promoting a region or otherwise in the RMB without the official permission of the Emperor or Prime Minister. These posts shall be suppressed on sight and the nation/s responsible shall be ejected, but not banned.

    3. There shall be major crimes, which shall consist of the following:

      1. Inactivity In Duty, defined as going inactive as an officer without valid reason. Also includes ceasing-to-exist. The Emperor or SCoN shall decide the punishment of people involved in such.

      2. Treason, defined as working or planning against the government in any way, shape, or form. This also includes sedition and rebellion. People involved in treason shall be relieved of his/her duties and/or ejected and banned.

      3. Puppeteering, defined as using puppets to attain multiple positions or using puppets to vote, or using a puppet to re-enter the region after being banned. The SCoN shall decide the punishment of people involved in puppeteering.

      4. Corruption, defined as abusing one's powers for personal gain or regional loss. People involved in corruption shall be relieved of his/her duties and/or ejected and banned.

    4. The SCoN may revoke punishments under a valid reason at their discretion.

    5. A nation can accumulate warnings, which shall be distributed by the SCoN.

      1. If a nation accumulates three (3) warnings, they shall be relieved of their duties and are banned from announcing candidacy for a position for up to three (3) months.

      2. If a nation accumulates five (5) warnings, they shall be ejected from the region, along with being relieved of their duties and are banned from announcing candidacy for a position for up to four (4) months.

      3. If a nation accumulates seven (7) warnings, they shall be ejected and banned, along with being relieved of their duties.



    1. The Emperor may announce a State Of Emergency at any time with valid reason.

      1. During a State Of Emergency, the Emperor may practice any powers at his/her discretion, regardless of law.

      2. The Emperor may also suspend any laws during this time.

      3. The Emperor may also appoint or modify Regional Officers with Emergency Powers.

      4. The Cabinet may, however, vote against a State Of Emergency if two-thirds (2/3) of all Cabinet members vote against it.
