Bombs fall somewhere and destroy the buildings exactly there. Bullets are shot somewhere, but cant travel so long distances. Chemical weapon cloud can travel and poison your own people and soldiers. And it is mostly unpredictable. Biological weapons don't kill so fast as a bullet. And again the initial area of effect is small, but spread unpredictably. Every weapon can kill your own, but biological and chemical can kill your own if they are not even around. Deploying such means that you never know where exactly will be the hit and there is a real chance that you actually suffer more severely than your foe. You can point a gun at someone. Or a rocket. But not chemical or biological agent. They don't work this way. It's like having a machine gun that randomly shoots in every direction and you never know who exactly will be hit.
I don't believe these things are as uncontrolled, without pre-planning and countermeasures, as you make them out to be, but I'm too tired to keep this up lol.
All is fair in love and war, and I would recommend, should you find yourself in the midst of either, to let the ends justify the means.

You cant prepare and have countermeasures against something that is literally unpredictable. And also dangerous. One person is enough to start spreading disease. Do you have measures 100% idiot proof?

For the most part, pathogens are predictable once you know them.
And if you can't prepare and you can't build countermeasures, why do humans have any "centers for disease control" and recently mass produced vaccines?
(P.S. "Terror weapons", "And also dangerous", etc... You seem quite afraid of these things. Everyone will die someday no matter what you do, and these represent only a small fraction of the infinite ways of going out, so relax and let's talk about something beautiful instead. I'm bored of bugs and bombs.)
The finality of humans is one of the things we often don't notice. There are times of clairvoyance, when we do understand that we have a finite existence. But there are the times that outnumber most than the former when we don't understand our inevitable ceasing. Not just this, but the enormous cruelty we extend to our brethren.
The beauty I come to realize now is only temporal. The cruelty I extend is more than so. My apathy. my hatred, my ambition, and my incogntion. All of these contribute to the world we have today. So many look to the darker side of the world, a saddening existence. Isn't it the most pitiful how greedy, hateful, and evil we can be?
But yet what will I remember when I come to rest at my end? What do I do now, when I can sleep and awaken the next day? I lie, I fail, and I hate. Here we are, at the precipice of time, at the edge of it, and we don't realize how short our lives really are. There are those who don't ever see the light of day. There are those who don't make it past their fates. There are those who never see their family members.
Humanity, the most disgusting thing I've come to hate, will never move past itself. Its hate, its evils. What one people remembers the other forgets. Isn't that the most pitiful?
