The Civil Services' Silent War

As the state civil service prepares the Middle Kingdom to join the international institutions recommended by the Artarumen Empire, the two major factions' influence within the service is becoming apparent to keen observers.

Bureaucracy plays an important role in the way the Middle Kingdom is governed. A large empire is only as efficiently run as its ability to perform the indispensable tasks of clerical work that supports the direct administration of good government.

As such, the Middle Kingdom has many bureaucratical elements that are not at first apparent. The Chinese Emperor, the Huangdi, holds total power: both in practice and theory. As such, the Inner Court, with the Huangdi at the top, is responsible for much of the strategic planning that the Imperial government then carries out. The Inner Court is served by the eunuchs—a bureaucratic outfit that facilitate the flow of information from the lower Imperial government to the Palace, and back.

The lower Imperial government should not be mistaken for being powerless. It is in charge of faithfully interpreting the Huangdi's will and implementing that will into edicts, legislation and administrative practices that oversee the Middle Kingdom. The Imperial government is comprised of many ministries and sub-departments. As such, a far vaster bureaucratic apparatus is needed. This official state bureaucracy is headed largely by Confucious scholars, who view their counterparts at the Forbidden City with much disdain.

The rivalry between the two civil services goes back for thousands of years. As the Confucious scholar-led state bureaucracy prepares the Middle Kingdom to join international institutions, the eunuchs are now embarking on a campaign of interference in the form of limiting the flow of information and access by foreign affairs officials to the Huangdi.

Your request should be made in one post where applicable and be as specific as you can; if you are incredibly vague and you're placed down with a colour you don't like then it's gonna be a shame on you. Your post will be pinned once received to confirm your request (so you know I've actually read your message) and it'll make my job a lot easier.

He was Liu, the son of a Celestial baron, and formerly a close attendant to Queen Asta's elder brother, Leng, the Crown Prince of the Celestial Empire. His own hair and eyes were in the middle of the spectrum between Asta's own bright yellow and a brown, marking his as a nobility distantly related to the Dynasty's own breed. He, likewise, adored the only daughter of their divine Huangdi.

No doubt Asta was already acquainted with the two of them, but Maoyi nonetheless formally introduced the pair to Her Celestial Highness, including their own ranks, and that they were privileged to have been assigned by her holy brother and most divine father to serve her.

"We are most accepting of these gifts from my divine brother and father, of you Duke Maoyi, Lord Liu. It is expected that you will be of great service to us and our future kin." Asta pushed herself up from her throne of pillows and took a few steps forwards, towards the new advisors. Reaching out her hand she used her index finger as a brush. Delicately painting on their forwards, first Maoyi then Liu, a golden eye on their foreheads while sayings, "Cherish this moment, for you are being touched by that which is holy and with purposeful intent. We give to you a radiant gift." Taking a step back, she admired the symbols of her own design now permanently affixed to their skin. Retreating back to her seat besides Neijing she inquired of the two, "Before we attend a matter of the state, we must ask. How do you envision me?"

Universal Suffrage Bill in the Imperial Parliament

LIUDAN — The Imperial Act to Permit the Participation by All Segments and Fractions of Artarumen Society in Elections of Public Concern, commonly referred to as the Universal Suffrage Bill, has finally been brought before the Imperial Parliament's lower chamber, the House of Commons, following the completion of its draft by the National Coalition, Labour, and Progress parties. While the conservative Union Party did not participate in the committee drafting of the bill, their representatives were present during the debates. The bill has the backing of all parties in the Imperial Parliament except the Union Party, though some of its MP's have dissented from the party line and have expressed support for the bill.

The draft in its current form constitutes a revolutionary change in Artarumen politics, described by analysts as the "most important development in Artarumen political history since 1908", as it fully lifts restrictions in voting and running for office. More specifically, the bill includes the following:

  • The voting age to be lowered to 18,

  • Women being granted the right to vote and the right to run for office,

  • All restrictions such as race, confession, and ethnic background; aside from age, being lifted regarding voting and running for office,

  • Permit the retention of dual citizenship in the cases where a citizen is the citizen of two member states of the Artarumen Commonwealth before 31 July 2020,

  • Allow the fast-tracking of Artarumen citizenship acquirement by citizens of Artarumen Commonwealth states in lieu of their home country's citizenship,

  • Amending the imperial succession law to allow women to assume the throne, as well as permitting the Imperial Parliament to override the default successor to the throne in favour of another member of the House of Nibelunging it deems more suitable,

  • Making it illegal to discriminate in the public and the private sector on the base of race, ethnicity, gender, sexual orientation, confession, or beliefs,

  • Repealing the 1908 Laws banning left-wing political parties, unions, demonstrations, and other organisations,

  • Making it a crime to establish, fund, or participate in organisations with the sole purpose of disestablishing the constitutional monarchical democratic order in Artarum.

These changes are expected to be followed by an early election, though these are speculations for the time being. There has been no comment from the Government regarding these speculations. However, the previous elections in practice only included 22% of the Artarumen population, whereas elections held under these new rules would include approximately 97% of Artarumen population. While some articles of the bill have been criticised by republican organisations, and others by right-wing groups, polling throughout the drafting process indicates that the generality of the bill enjoys broad support in Artarumen society, while individual articles' popularity ranges from 43% approval to 99% approval, with the most disliked article being the article banning discrimination on many grounds.

After careful and deliberate study of technology and performance by the Committee of Defense, all three designs are to be adopted by the Lenspherian Armed Forces, each with separate roles based on performance models. In accordance to SOMA, these new tanks will be replacing one battalion of armored vehicles in each armed forces division, where appropriate. The Marines of the 1st Marinesoldaten "Tritones Tyrrenici" based in Nightsturm will be receiving 32 of the K2 'Dire' main battle tanks, the 4th Corps "Lupi Exspiravit" in Nighsturm will be receiving 32 Type 10A2 'Khanjar' tanks and the 1st Corps "Striges Nigrae" based in Lenspheria will be receiving 32 of the Type-90 'Ramah' tanks. Although each tank seems similar in many regards, even using much of the same fire system and internal electronics, each battalion equipped serves in different capacities to evaluate combat performances to see if the tanks will receive wider adoption.

The tanks themselves are named after notable Quari'zash soldiers that served in the Vespergalian attack on Dunkirk. They will also be taking place of the famed and venerable T-89 tanks which were thought to stay in the armed forces until the modernization finished in 2027, however these T-98s will be sold off to foreign, domestic sellers or scrapped.

Unbeknownst to the many civilians a back room deal was already being made; to keep appearances and money flowing, all three tanks would be purchased. The error lay in each of them though, as all had flaws in which they could not compensate. The Type-10A2 was a versatile and stalwart battle tank, boasting superior armor, maneuverability and firepower though their cost would be far too much to be standard across the armed forces. The Type-90 was cheaper, lighter armored and had current generation firepower; in the sense that it's 125mm smooth-bore cannon would not serve long into the future, though it did show promise as an airborne or light tank model. Finally, the K2 Dire showed modularity above the rest; able to mount a 125mm cannon or the new 130mm cannon on the Type-10A2. It also compensated its mediocre speed for the produced torque, able to throw even more ERA and applique armor over its regular mountings and maintain viable speeds. As with the Type 10A2, it was simply too expensive to simply give to anyone. Thusly, an older model of deployment was agreed upon. Type-10A2s would model and represent 'heavy' tanks of older formations, the Type-90 would be the medium tank as such and the K2 would make up entirely of the elite armored forces of the Marinesoldaten. Their next problem lie within overturning the SOMA accords.

Something about which the Pastor only sighed, saying:

"Ah, the fires of youthful love and compassion. And a lack of gout in the bones. So admirable."

He slowly made it over the doorway, his walking stick loudly clacking on the floor with every step he took, following the path Jack had taken untill the Pastor eventually found him before a locked door, calling out to his wife and desperately trying to force it open.

Defeated, he halted attempts at opening the door by force, knowing of alternatives ways of opening. For now he moved closer to the pastor and spoke a more hushed tone so Anne could not hear. His voice had a hint of stress that became more apparent the longer he spoke, "Father, she been like this ever since that deadly exorcism. The demon in her sister jumped out and entered her... she refuses to be near what she would view as upstanding men of god. She never feared any thing before that terrible day, now she is as skittish as a fox around people like you. And, she mars her skin with marks of devilry. I try every night to cover them in bandages and douse them in water I've prayed over, but she always removes them when I'm away or creates new ones. Otherwise she acts normal most of the time... I told her a lie that if she leaves the house while possessed that she'd be devoured patrolling angels. So she is rather under control but I fear that she will eventually run off or cause grievous harm to herself."

He then moved to an old cabinet, opening a drawer and withdrawing a key of cheap iron. "I'll try to settle her down as best I can -- and if need be I can hold you down while you do what you do to save her from the devil's grasp." With that, he walked over to the door, inserted the key, and began opening the door.

Seele attentively listened to what Jack had to tell him, wrinkles forming on his forehead as he did. He had initially thought that this was perhaps just a figment of his puparisan flock's imagination, a devil born from their zeal. Yet it appeared now that there was perhaps more to it than he thought. He rubbed his chin, deep in thought and asked Jack:

"These marks of devilry...could you describe them for me, my son? And she is treating you normally, yes son?

Let me be frank, I did not come here to pay you merely a polite visit. As the sheperd of my flock I must always care for all of you and I noticed your absence during the sermon and inquired about it. I know about the excorcism. And it seems there is truth to what I was told, your wife being in dire need of my presence.

So then, let us break down this door and cast down the shadow that inhabits your wife. Let god's righteous sorrow for his children, including your wife flow through your veins and strengthen your grip. Let the Lord's righteous fury steel your nerves and will for we shall show this vile creature, trying to destroy your holy union, the wrath of the Lord!"

OOC: Announcement Regarding Delegate Elections

The elections for the regional Delegate will begin on Tuesday, 18th of August, and will conclude on Tuesday, 25th of August, and the 2nd Government will begin its duties on Tuesday, 1st of September.

All citizens of the region who wish to vote in the elections must register in the voting roll, done either telegramming me through the in-game telegram feature, or messaging me through Discord. No other method is acceptable. Telegrams are highly preferred, as I cannot lose them.

Voters must, at all times during the election, be simultaneously residents of the region, be World Assembly members, and be registered to vote. If any one of these conditions are not met as of the conclusion of the vote, the voter's vote will be invalid.

The results shall be cross-examined with the registry, and invalid votes shall be eliminated, then the results will be announced.

All candidates who wish to run for election are required to contact me either through telegrams or Discord messages (the former being preferred) by the 11th of August at the latest.

Ambęrosinom Harbor

The capital of the Palatinate, Ambęrosinom, was often called "the Rainy City" due to the commonality of rainfall in that region of the country. Only in the winter, when the snows came, did the rain let up. The weather surrounding the city was almost always dark, cold, cloudy, and stormy. It was often said this was a sign of Andręda's protection; the stormclouds that often lingered being commonly referred to as "Andręda's Shield" with affection by the city's residents. Terrible weather for a beach day, but then again there were few beaches near the city as much of it's coastline was occupied by the city's immense dock system. The capital doubled as the largest city, and thus the most economically prosperous city. As a result it had a large dock system to address the innumerable ships coming and going with cargo, resources, tourists, and immigrants.

Grand Admiral Apollonię Sabeniou stood at the docks looking out onto the water. The rain had stopped a while ago but the clouds had yet to disperse and probably wouldn't any time soon. It was fine for Sabeniou. The admiral enjoyed the rain; water, really. She was a navy girl through-and-through having captained vessels since she was just a toddler in the bathtub. That was centuries ago now. She was old, even for an elf. It could be said that her having made it this far and lasted this long was a testament to her wisdom. Surviving in the political climate of Umbręn was neither easy nor pleasant, certainly not for someone as important as the Grand Admiral. Those scoundrels in the Army were always looking for ways to put the Navy in it's place, whether through legitimate or illegitimate means.

The in-fighting between the Army and Navy was a centuries-old rivalry, and a bloody one at that. The reasons for it had ended long ago yet the bitterness remained all the same, lingering and growing stronger with time. Elves had long lives, long memories, and held long grudges. Many civil wars were started through the conflict between the two military branches, and many Palatine-Regent's found their lives shortened for taking sides in the rivalry. It was a national embarrassment. These two branches were meant to protect Umbręn from foreign threats, but how could they do that while at each other's throats? It was by miracle no foreign power had exploited this instability for their own gain. The only thing that seemed to unite the Army and Navy was their hatred for the position of Palatine-Regent, something they saw as irrelevant; a tumor to be surgically removed. But as time went on the rivalry began to subside. The younger generations saw it as pointless, unnecessary, and petty. There was interest on both sides to see the old grudges put out to pasture.

Sabeniou was one of them. She'd been working at silently and slowly removing the Navy's Old Guard and replacing them with younger, more open-minded officers. She'd been largely successful in the endeavor to the point she felt it was time to take the next big step: extend an olive branch to the Army. This wouldn't be easy. The animosity between the branches was a substantially easier beast to slay than the other beast, which was the Army's Field Marshal Doria Tullię. Tullię had a reputation both in the Army and outside it as a complete fool. She was neither clever nor subtle and invoked neither loyalty nor admiration from even the most die-hard army girls. From the dubious circumstances of her birth which suggested an incestuous affair, to the bizarre affection the previous Field Marshal had for her hinting her promotions were a result of loyal 'service' on her knees, rumors were abound about the Field Marshal, her status, and her rank. As a soldier she was reckless; as an officer she was incompetent. By all means she should have been assassinated by now, but perhaps her successful career was simply a cruel jest of Malkom.

Whatever the case, Tullię was unpopular. An inbred warmonger trying to make a name for herself was the general consensus among the populace, including Army troopers. Sabeniou in particular despised her, regarding her as a buffoon; an imbecile with which disaster was inevitable. But Sabeniou was also the better woman. She could deal with people she couldn't stand. She was patient. She didn't expect Tullię to respond to her missive at all, so she was pleasantly surprised when Tullię accepted her invitation to meet privately at the city docks.

"Field Marshal." she said respectfully. The Field Marshal merely huffed. "What do you want, Fish-Shagger?" Tullię said, as rude as ever. Sabeniou simply chuckled and shook her head. The admiral turned back to the sea and looked out over the ocean.

"I'm old, Doria. Too old. Too old for hate, too old for schemes, too old for politics. I'm done with it all. I've done what I could in this life to make this country a better place for every Drow in it. I've done it all. And I'm finished. Almost, anyway. By the Three, I'd like to think I did more than enough but it hardly seems like it sometimes. I want to commit one, last grand contribution to this great country before I retire. And I'd like you to help me.

Tullię raised an eyebrow. "With what?" she asked harshly, as if questioning the admiral's motives.

"Peace. Between the branches; between the country. You know as well as I that as it is we are too weak. It's only a matter of time before some foreign imperialist tries to exploit that weakness, and we'll both lose as a result. I don't want it to come to that. I don't want foreign submarines in our waters or foreign planes in our skies or foreign tanks on our streets. Do you?"

Tullię folded her arms but remained silent.

"I'll take your silence as a 'yes'. Of course, you and I both know that there can never be peace between the branches as long as certain people remain in power. Certain people who do not help the healing process, but hinder it."

Tullię snarled. "The bitch Demetriou, of course." she answered confidently.

"Once those certain people have been removed, then the branches can reconnect and the country can heal. Grow stronger. Better than the old empire ever was, for the good of all Drow."

Tullię smirked and lifted her chin, holding her nose high in the air as she did so. "And of course you need the Army to ensure your coup is a success."

Sabeniou tilted her head down. "The only way the branches can mend their schism is if they come together. By whatever means necessary."

"Then the Army, and thus myself, will rule all of Umbręn. No exceptions." Tullię demanded, ever the negotiator.

Sabeniou sighed and shook her head as she pinched the bridge of her nose. "F*cking idiot..." she muttered to herself. Sabeniou collected and composed herself, turning around to face the marshal. She adjusted the raincoat covering her uniform and cleared her throat before nodding. "You'll agree, then, to help make our country whole again?"

Tullię stroked her chin for a moment, thinking. "Fine. I'll enjoy hearing Demetriou's screams when I have that slut crucified on top of the palace. And don't get any ideas about crossing me, little mermaid, because I'll see it coming." she said smugly.

Sabeniou wanted to reach out and slap her, but she restrained herself. "Rest assured everything will work out for the better." she said before saluting the marshal, albeit reluctantly. "Dismissed." she said before departing the scene.

Tullię scowled. "You don't give me orders, you old hag." she muttered under her breath with spite.

A 90's quality camera opened up on a panorama shot of a brook flowing through a luscious green field embroidered with beautiful wildflowers. The bottom of the stream of icy, pure water laid stones and pebbles. The camera backed up, showing a few sporadic trees giving way to a white church on a rolling hill overlooking the region. The gold-colored stained glass windows shimmered and reflected the sunlight as bells tolled the first few chimes to the hymn "God Be With You Till We Meet Again". Inside the church, a simple layout of pews, whitewashed walls, and hymnbooks spread to reveal a massive and beautiful pipe organ. Saltine crackers and grape juice laid delicately on a brass plate.

"Welcome, for the first time, to the Spiritual Republic of Caryton. A society built on tradition, stasis, and sacred reverence following a strugglesome period."

A rich male voice spoke in what could only be described as a cross between British and American-style English, with the formality of the former yet the pronunciation of the latter. The camera shifted to a group of schoolchildren in sunday best-- boys in lovely suits or polos and girls in ankle-low dresses and bonnets-- saluting as a robed minister raises the serenely-colored flag of the formerly unknown country. Dozens of pristine brooks, rivers, and creeks are pictured as they flowed through the capital city, Georgine at night. Elegant spherical lamps shone amber hues, bordering a certain brook in particular as conservatively dressed women walked by on stone brick streets, holding parasols and fans, innocence on their faces as the bonnet-adorned ladies peered over the side, with cinnamon pretzels in hand. Amber christmas lights hung from the trees, twinkling like the stars above, bringing wonder to the women as they folded their arms and talked.

"This... is Georgine. Formerly ruined through civil war, and after two years completely unlike anything imagined by the former population." The camera panned up towards the horizon as a timelapse began, stopping until the skies were rosegold in the hue of a beautiful sunrise. Once the city's features lit up, they became visible. The golden sun shone through treelined brick sidewalks near well kept asphalt roads on which vintage cars drove. There were many pedestrian bridges over those dozens of rivers and hundreds of smaller streams, which cast the city in a beautiful reflection as the sun bounced off the tranquil lapping of the waves, rippling its colors through the dark water. Lovely Queen Anne townhouses stood strong and nostalgically in subdued colors beside every road as lights began to be turned on.

"Rapid advances and reconstruction were made possible by a central government, headed by the Gospel Church of Caryton in an Ecclesiastical Meritocracy and it's generosity."

In one of the houses, a floral wallpaper and porcelain dolls can be seen, as well as a small chandelier. The camera was taken through Queen Anne townhouses to winding colonial, flower-adorned side-streets and alleys to the elegant urban center where humble storefronts can be seen. One could practically smell the fresh baked bread, retro perfume and cinnamon pinecones. The camera centered on the Central Cathedral of the Gospel Church of Caryton.

"Here is where the Leading Reverend lives and most essential services take place. This is also the residence of the keystone of Carytonic, Cary the Golden Retriever. It is our belief that God can call prophets-- including animals-- to be messengers of Christ."

The focus changed to the brass statue of a Golden Retriever standing proudly at the foot of the cathedral's opening staircase, directly behind the sun as it rose. The view faded out towards the interior of a church where people sat reverently, dressed not too differently from usual. It seemed sunday best was "everyday best".

"People of Caryton are law-abiding, hospitable, and responsible. Through laws and church doctrine, these kind folk have not seen the likes of alcohol, drugs, tobacco, vapes, pornography, mana, or marijuana for years and as a result, Caryton is the safest and most legally sound country in the world, with one of the highest lifespans, if not the highest. Carytonic are also genuine, as manners are law, teenagers abstain from sex until marriage, families are massive, and the church funds several support services for free. The result is a polite, happy, and functional society with a controlled population growth and a reduced rate of mental issues such as depression."

The camera shifts into a schoolhouse, kindergarten to be exact. The little kids are dressed somehow even better than their parents, and their teacher reads them passages from the Bible and Book of Cary's Example with a soothing tone and motherly gaze. The children sit on a nostalgic road mat with expectant eyes.

"Education is free in Caryton, even to college the students pay no expenses for anything aside from clubs. It is the belief that the children are the future, and we must bring them up as the Lord our God would personally raise us. On that note, healthcare is free and as are utilities like the water bill, the gas bill, and the electric bill. Furthermore, elderly care centers are subsidized completely. This is all paid for by taxes and a separate 4-15% income tithe to the church, depending on a family's financial status."

A shot of a family praying before a lovely turkey dinner is given as a transition into a traffic controller smiling as an elderly woman walks her three grandchildren across the street. A radio shimmers on his white sam browne belt.

"Society should feel like home. It should be the pleasantries of nostalgia, never sobering."

The first alpine flower field from before is depicted, but with more emphasis on the clear skies. A teenage-aged male is baptized in an ethereal robe of white by a deacon in front of his tearful family.

"Decades of autarky from the tyrannical Republic of Alta, alongside with church leadership, have resulted in the Spiritual Republic of Caryton as being classified as carbon negative, with consistently low ratings on pollution and health hazards."

As the music ended, white credits rolled along the crackling sign of the country's tourist ministry.

"Climb the Rainbow Bridge, brothers and sisters. Home Awaits."
