The Secretariat recommends a vote FOR General Assembly proposal: "Spectrum Allocation and Coordination Act".


Overview
This proposal creates SPAN, a WA body which facilitates allocation of electromagnetic frequencies (think radio and the like) and maintain records of these allocations. While it does not force use of this system upon any member state, those who violate the allocations of others on the registry forfeit the right to their own allocations, providing an incentive to comply. The proposal establishes a robust system to optimize allocations and avoid waste while protecting against abuse.

Recommendation
The subject of this proposal is incredibly well-suited to legislation by the WA. Spectrum allocation for telecommunications is inherently cross-border, since light obviously does not care about the lines drawn on a map. The core effect of the proposal is to establish a utility for member states for facilitating solutions to an unavoidable problem in any modern nation.

For these reasons, the Office of World Assembly Secretariat Islandwalk recommends a vote FOR "Spectrum Allocation and Coordination Act".
