The Republic of VL is a gargantuan, efficient nation, remarkable for its keen interest in outer space, parental licensing program, and frequent executions. The hard-nosed, cynical, humorless, devout population of 22.942 billion VLians are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. The new Refuse Hills housing development is under construction, the nation threatens sanctions on islands only visible at low tide, scientists are not permitted to ask questions, and fish with fish chips have become the new VLian food staple. Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. VL's national animal is the Elephant, which frolics freely in the nation's many lush forests.
