The Empire of Patrua is a gargantuan, socially progressive nation, ruled by Emperor Franz-Leopold with a fair hand, and notable for its sprawling nuclear power plants, daily referendums, and restrictive gun laws. The hard-nosed, democratic, humorless population of 45.819 billion Patruans are free to do what they want with their own bodies, and vote for whomever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.

The relatively small, corrupt, socially-minded, outspoken government prioritizes Defense, with Law & Order also on the agenda, while Spirituality and Environment receive no funds. The government has declined to declare any particular religion as its 'official' one, the government has enacted freedom of information, police pull people off the street for even mentioning the word plane, and judges are all-powerful. Crime, especially youth-related, is totally unknown, thanks to a very well-funded police force. Patrua's national animal is the eagle, which teeters on the brink of extinction due to toxic air pollution.
