The United Republic of Lapathiya is a massive, environmentally stunning nation, ruled by President Alexis Kerenov with an even hand, and renowned for its free-roaming dinosaurs, daily referendums, and sprawling nuclear power plants. The hard-nosed, humorless, devout population of 3.729 billion Lapathians are prohibited from doing almost everything except voting, which they do timidly and conservatively.

The enormous, corrupt, moralistic, socially-minded government is primarily concerned with Defense, with Law & Order, Education, and Administration also on the agenda, while International Aid is ignored. Crime, especially youth-related, is totally unknown, thanks to a very well-funded police force and progressive social policies in education and welfare. Lapathiya's national animal is the Bear, which frolics freely in the nation's many lush forests, and its national religion is Lapathiyan Orthodox Church.
