The Unicorn's Republic of Kular is a gargantuan, safe nation, ruled by Mäd Red Nucleus with an iron fist, and renowned for its restrictive gun laws, suspicion of poets, and stringent health and safety legislation. The hard-nosed, cynical, humorless population of 20.577 billion Kularians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The large, corrupt, moralistic, socially-minded, well-organized government juggles the competing demands of Defense, Law & Order, and Education. It meets to discuss matters of state in the capital city of Canterlot. The average income tax rate is 88.3%, and even higher for the wealthy.

The Kularial economy, worth a remarkable 2,032 trillion Goldmarks a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a large, well-organized black market in Information Technology, Arms Manufacturing, Woodchip Exports, and Beef-Based Agriculture. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is 98,797 Goldmarks, and evenly distributed, with the richest citizens earning only 2.5 times as much as the poorest.

Creating cardboard imitations of missiles is a new top-secret military project, one-man canoes fitted with the latest tracking technology leave no room for one man, quiet professionalism has returned to the nation's armed forces, and couples are discouraged from marrying until they can rank their partner on a scale of one to ten. Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Kular's national animal is the Unicorn, which frolics freely in the nation's many lush forests.
