The People's Empire of Kherkov is a gargantuan, efficient nation, ruled by Kaiser Valentin III with an iron fist, and renowned for its strictly enforced bedtime, parental licensing program, and stringent health and safety legislation. The hard-nosed, cynical, humorless, devout population of 25.974 billion Kherkovians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The medium-sized, corrupt, moralistic, socially-minded, well-organized government is primarily concerned with Defense, although Law & Order, Education, and Healthcare are also considered important, while Welfare and International Aid receive no funds. It meets to discuss matters of state in the capital city of Gratberg. The income tax rate is 100%.

The frighteningly efficient Kherkovian economy, worth an astonishing 15,997 trillion Khermarks a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is an enormous, deeply entrenched, fairly diversified black market in Arms Manufacturing, Information Technology, Uranium Mining, and Woodchip Exports. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is a breathtaking 615,914 Khermarks, with the richest citizens earning 8.9 times as much as the poorest.

Friendly fire incidents usually result in severe burns, citizens are constantly disappointed to find their nuisance neighbours are still alive, the government is denying reports that criminals injected with experimental drugs have turned into monstrous supervillains, and enterprising game developers are a hop, skip, and a double-jump away from arrest. Crime, especially youth-related, is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Kherkov's national animal is the Golden Eagle, which is also the nation's favorite main course, and its national religion is Kherkovian Christianity.

Kherkov is ranked 860^th in the world and 1^st in The Commonwealth Society for Most Scientifically Advanced, scoring 1,031.84 on the Kurzweil Singularity Index.
