The Fiefdom of Cemapat is a colossal, orderly nation, renowned for its parental licensing program, smutty television, and soft-spoken computers. The hard-nosed, cynical, devout population of 5.481 billion Cemapatians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The large, corrupt, moralistic, well-organized government juggles the competing demands of Defense, Administration, and Law & Order. The average income tax rate is 65.1%, and even higher for the wealthy.

The all-consuming Cemapatian economy, worth 610 trillion dollars a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a large, well-organized, fairly diversified black market in Arms Manufacturing, Information Technology, Uranium Mining, and Basket Weaving. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is an impressive 111,362 dollars, and distributed extremely evenly, with little difference between the richest and poorest citizens.

Programmes of questionable content are shown at peak-hours, young people suspect their parents might be a little bit stupid, students who refuse to pray are expelled from school, and the 'Museum Of Stuff We Stole' is a tourist favourite. Crime, especially youth-related, is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Cemapat's national animal is the snake, which teeters on the brink of extinction due to widespread deforestation.
