Rapture, the underwater city, is built as the Laizzes-affair Utopia. 'No gods or kings. Only man.' System fails, as workers who keep the city alive are forbidden to life the same life as the rich entertainers and intellectuals. Frank Fontaine, main investor in the city, builds homes for the poor to cool the situation. Andrew Ryan, creator of the concept of Rapture and defacto mayor, wants him dead for that. Fontaine disappears. Civil War breaks out.

Both.
And 'perfect society' was the absolute disaster. Crimes weren't punished, unless it was against Ryan's ideals or an attempt to hurt the 'Little Sisters'. Otherwise, every crime was basically shrugged over.

Interesting... Good job Vers. Luckily because the Antarctic is so far away from everything... we have about 10 backup RMBs ready to be booted up at any moment.
