It was a windy morning in Thành phố Hoa Sen, the streets were packed as usual, Thành phố Hoa Sen contained millions after all. There were people travelling to work, some were going to business meetings, others going to restaraunts to enjoy a cup of tea or have breakfast. But the majority of people were watching yet another speech by Quanxi in Cổng Thiên Bình Square, Whether they watched it in person or from the comfort of their homes didn't matter, what truly mattered, to Quanxi at least, is that she had her peoples attention. She knew that these were turbulent times, Verusa was on fire after all. She knew that her previous speech made it almost guaranteed that they'd have to get involved somehow eventually. She was also aware of the threats posed by other inhuman forces, such as the Kaiju's dotting Verusas landscape, if one were to go to or be transported to Usonea, one would shutter to think of the chaos and destruction which could unfold. Hell, she even heard of one being unleashed recently in Gojira after a Kurzak bombing. This is why she knew something had to be done. Late into last night, she had discussed with her trusted peers. Her advisors, her secretary of war, and her secretary of defense all sat in the Scarlet room, which was the nickname for the room which her cabinet meet. They all sat there and discussed an idea. They of course needed an advantage over their competition. They could of course acquire a large nuclear arsenal, but this was frowned upon by Quanxi, how would the world react if the nation demanding peace and protection of innocents were to drop a weapon which would cause hundreds of thousands of innocent lives to be lost? This is why she had to come up with a better idea, and that she did. Throughout the night, the cabinet debated within the Scarlet Room on the creation of a new government agency, one which would deal in the art of robotics. One may think that such an idea would be useless, seeing as how much robots were assigned menial work in factories producing cars, electronics, chemicals, and plastics. She knew that would not help at all, but this of course could be used as a cover-up. The last thing she needed was the replication of the project they would start, which is why she would say to the public that it'd be simply to place more government control in the economy, to allow for cheaper purchase of robots for upcoming factories, for the benefit of the common man. Knowing all of this, she would then approach the microphone, the cameras all turning to her and zooming in.

"At this very site, two days ago, I announced to you my honest thoughts on the conflict raging in Verusa as we speak, but today I come to you once more, with this time more joyful news. As many of you know, at the site 12 Baìxi Street, construction has been under way for a few months now. Not much has been said of it, many assumed it'd be an apartment complex or maybe an apartment complex, but that is not the case. As of today, The construction has been completed, employees have begun working their shifts, this building will be run by a new government agency named Robato Kōgako. This is why I come here today announcing the completion of the site Thành Phố Hoa Sen Robatto Kōgako. The best minds in our country have been brought together there to usher in further developments in the field of Robotics, and I promise that all of you will live to see the day where machines are readily accessible to the public. The time has arrived for us to take further action to extend the frontiers of progress and I promise you all that one day the world will look upon us in awe one day as a beacon of progress." The speech then stopped for a moment as Quanxi took a second to look down at the crowd standing before her, Quanxi then continued shortly after. "Now, onto the more technical details. 48.7 billion Tiền Mặt has been set aside for this, and possible increase in this budget are to be expended, no corner shall be cut in the name of science, progress, and development. 5,876 men and women so far have been hired for this project, spread out across multiple fields and projects to allow for the projects exponential growth. We've already acquired most of the resources predicted to be needed for this, but other government agencies and companies shall be called upon if needed for this. That is all I have to say for the time being, thank you all for your time."

Quanxi then stood there for the time being, she looked down on the crowd once more, which had erupted in applause as she finished the speech. She knew this was only the beginning, and that many more briefings and press conferences were to await her.
