The King of the angevines is scared of war between the nations of Rising Sakura Amestris and Freedonia as such it propose a treaty to stop the war from happening, as Amestris and Freedonia started the war by breaking the treaties and invading foreign millitary bases the treaty shall not be in their favor
Here is the Propose treaty

Article 1 : all Hostilities shall be ceased between the Two nations

Article 2 : Amestris and Freedonia shall be under millitary occupation by Rising Sakura for 10 years

Article 3 : Amestris and Freedonia shall Admit that Rising Sakura rules over the millitary bases

Article 4 : Amestris and Freedonia shall pay 100 millions dollars in reparation to Rising Sakura

Article 5 : Amestris and Freedonia Shall Totally Disband their Gouvernement and Be replace By a gouvernement chosen by Rising Sakura

Article 6 : No Crimes against Humanity Shall be committed toward Amestris and Freedonia's Citizens

Article 7 : Amestris and Freedonia Shall reduce their navy to a hundred ships, disband the entirety of their airforce, and reduce their army to 5 thousands Mans

you don't really have a choise, you accepted the treaty, and therefore gave away the bases, trying to take over them again, without consent of the owner is a declaration of war
