OOC: Here's a quick lesson: the Emperor is not that powerful. If nothing else, you just earned the enmity of the Dutch princes and any other Princes who have at any point criticized you or Austria, that is, half the North. I won't claim to control them, but I hope you won't pretend the Empire is centralized and the Emperor's word is law. It really wasn't, not then, not a hundred years afterwards, not a hundred years before.

He has a point the HRE was more divided then anything, and the Emperor was not the all powerful leader. If anything, the HRE was more of a mutual protection pact then a nation.

It isn't, necessarily. It's big, and the Emperor is still powerful when he's backed up directly by his own troops and if he acts fast enough. The second he delays, though, half the Empire begins plotting.
