None of the DLC is required. However, there are unique features of you own some DLC that add/change specific mechanics.

Together for victory gives you unique puppet types depending on your nation, Man the guns gives you the naval modules research, and La Resistance doesn't outwardly change the Intelligence Organization mechanic, but certain nations do get unique spies (New Vegas gets Courrier 6 for example).

I didn't lie.

Luckily, I have a focus I am taking for +20% Infrastructure construction speed, and a decision I can click for +30% infrastructure construction speed plus +1% legitimacy for every two levels of infrastructure I build in the next 90 days.

That, and I get events to get some legitimacy back depending on my actions.
