The North Vegas Square(NVS) was originally blocked off by the walls of the Strip due to its uselessness, the only thing that was worth noting about it is the large motel that could've been used for housing. As it stands now the NVS is a shadow of the Strip, it's building literally overshadowed by the casinos and the Lucky 38, a reminder to its new residents of how they were left behind, nowhere to go. Broke gamblers, native New Vegas Citizens with no where to go, and delinquents have found their home here in NVS where anarchy and intimidation rules the day.
Just as NVS is overshadowed by the Strip, House barely even notices the change in its inhabitation, yet again confirming the abandonment of those who find their way there. While the people of NVS found their abandonment terrifying, they have quickly grown an independence and rebellion streak, separating them from all other fragmented groups. A voluntary justice militia was created by the inhabitants, where Crandon and Jules patrol the streets to keep away the fiends. The sewers have been noted to be an expansion of NVS, being inhabited by desperate people looking for shelter below.
Being seen as selfish and aggressive, most avoid the desperate aroma of NVS and its new hyenas that stalk newbies.
you could, though you'd have to advertise something that's not available to most other cities or that's easier to get there. if you open several new factories or just generally have more jobs than people, you can advertise for people to come to you. be careful though, because if you have too many people and not enough jobs/housing, then unemployment and homelessness will increase, making your city get that as their reputation.
if you'd like, i can set up a mining industry in your homeland to bring in more jobs, let me know what you think

We are happy to facilitate other forms of trade, more specifically in the realms of IT, Electronics, Timber and metals, as well as being willing to receive imports from Noidus-Maa if it decides to pursue such trade. Given our unofficial yet friendly stance to your Eastern neighbour of Brethren, we believe that through trade we can maintain peace and stability in a region where peace and stability is highly coveted.
