Excellent, both can set their Headquarters in Sarya as that's prime real estate, smack dab in the middle of the corporate business district which both companies could set HQ in. There would be no tax levied on these companies, and as regulations are lax the company would only need to listen to consumer demands rather than the most basic of quality and ethics standards.

And for Roche Labs specifically, they could always purchase real estate to refurbish into hospitals or research centres. Although real estate are extremely pricy, it's a non-taxed asset so there would be no property tax. I could see new hires being interested in an alternative to the megacorps for employment, but you'll need to compete in the job market with not just wage but also corporate insurance for employee wellbeing. And on the consumer side, depending on your marketing, you could market it as a premium option for the average consumer.

And for The Malvekian Herald, its largest competition would be The Scope, run by ReelWorks. We could see a similar 'The World VS The New York Journal' battle all over again, fighting for views or who could get to a news topic first. As the news market is quite crowded, with even The Scope barely having the largest market share, the Malvekian Herald will be a welcomed edition to the domestic news market.

Never really specified it, but probably in one of the diasporas of the nation. Our tech level is more or less like the early Industrial Revolution with a few hints of modern tech elsewhere.
