1. In view of the state of war existing between Dou Boux and The West Furiso Revolutionary Front (Furiso), Nyipp is placed under the protection of His Majesty and shall henceforth constitute a Dou Bouxian protectorate.

2. The suzerainty of The West Furiso Revolutionary Front over the island of Nyipp is hereby terminated and His Majesty shall adopt all measures necessary for the defense of Nyipp and the protection of its inhabitants and interests.

3. The King-Emperor has been pleased to appoint HRH RAINER, PRINCE OF SANTANA (Dou Boux and Argentinstan) to be His Majesty’s Resident-General for Nyipp.

No Longer Slaves...

Shockwaves were felt throughout the nation today, following an ad hoc speech by His Eminence the Chancellor in Victory Square, Old Gonngman City.
His Eminence, declared all enslaves peoples within the territorial sovereignty of Gonngman City to be free; "We, being compelled by our Moral and Just understanding of the World, and in accordance with the laws of nature, having seen the wrongs done to our fellow man, and knowing them to be wrong yet unamendable, for the good of our Republic and all man-kind, hereby declare all enslaved persons within the borders of our Republic to be immediately freed. All enslaved persons are to be emancipated with immediate effect!"

Following the declaration all slave owners were given to the end of the day to free their former slaves and see them to the nearest government or law enforcement building. Not all were happy to comply, according to a government spokesperson at least 17 Slave owners were killed whilst resisting local security forces enforcing the Chancellors decision, whilst as many as 32 have been executed for intervening in the governments emancipation efforts.

Questions were also raised about the formerly enslaved, whether a system of segregation would be instituted or the formerly enslaved deported. However His Eminence had decided on a third option, the recently emancipated were given full citizenship. It quickly became clear today that the last few weeks of government mandated checkups on all slaves was actually an intelligence operation, all resistance to the Chancellors decree had been liquidated within hours of the announcement, all enslaved peoples were documented and installed as Gonngmantene Citizens. Within an hour of the announcement the Gonngmantene Parliament had issued new laws to counter discrimination against the formerly enslaved.

A formerly enslaved person, Mark Davis, had this to say: "I was standing outside the shop, watching TV through the Window, My Master was inside, a soccer game was on, then it was interrupted, an unexpected government announcement, when the Chancellor was done speaking and the soccer resumed, there was no one on the field anymore, I still had goosebumps, people started coming out of the shop, I realized I too could leave, I was free. My Master was looking at me as if I had burnt down the farm."

Andre Smiko, spokesperson for the emancipation group, Friends of Spartacus, said the following: "We are obviously delighted with the decision of our Government, but very surprised, we had no notion of this being in the works, until this afternoon it was business as usual, with the government ignoring us, yet now less that a few hours later, the very reason our organization was formed is gone, freedom throughout the country. We will still keep working, training programs, classes and so forth for our liberated brethren."

The Office of His Eminence the Chancellor has also made clear that the laws issued apply specifically withing Gonngmantene territory, Gonngmantene Citizens are still free to own slaves outside of Gonngman City, but the Government will take no steps to acquire compensation for them should any other Sovereign Nation decide to emancipate their enslaved persons. It has also been made clear that no compensation will be issued to any former slave owners, and all enslaved persons from this point forward whom set foot within Gonngmantene territory are immediately freed. This also applies to airplanes crossing Gonngmantene airspace, and to naval vessels in Gonngmantene waters. Following the model of the previous case for compensation to Gonngmantene citizens following the abolition of slavery in the Kingdom of Dou Boux subjects of HM King Charles V, and his lawfull heirs and successors, may appeal to the Supreme Court of the Republic for compensation on an individual basis.

For Tonight Martial Law has been declared, Government forces are still enforcing the new mandate, the formerly enslaved will all be processed in the next few days, and issued identification.

1. The Department of Foreign Affairs remains in contact with the Imperial Royal Union Diplomatic Mission in Gonngman city despite the evolving situation on the ground in light of the Gonngmantene Government's declaration of emancipation within its sovereign borders.

2. The Department of Foreign Affairs is also seeking clarification regarding the deaths and executions in Gonngman city if any Imperialean citizens have been harmed, be it intentionally or accidentally, and if so, that the Gonngmantene Government be forthcoming and transparent about such incidents.

3. His Imperial Majesty's Government hereby issues a formal advisory against travelling to Gonngman city for the time being. Imperialean citizens and permanent residents as well as their dependents may register at any Imperial Royal Union Diplomatic Mission for repatriation to Imperial Royal Union.

4. His Imperial Majesty's Government will not be providing assistance to Imperialean slave owners, if any, in any legal action or claim of compensation in any court of law against the Gonngmantene Government. They are strongly advised to return to Imperial Royal Union instead.

Official Notice of the Most Serene Republic of Gonngman city

1. With regards to the queries made by The Department of Foreign Affairs of The Second Atheistic Empire of Imperial Royal Union, as to the identification of liquidated and executed individuals, the Justice Tribunal of the Most Serene Republic of Gonngman city has confirmed that none of the individuals in question were in possession of documents of identification that would confirm their citizenship as Subjects of HIM Emperor Thales XIII.

2. With regards to HIM's government of The Second Atheistic Empire of Imperial Royal Union's recommendation of repatriation to The Second Atheistic Empire of Imperial Royal Union, such persons as whom desire repatriation, either Imperialean Citizens or their dependents, may report to the nearest security checkpoint, security or law enforcement officers, or the nearest law enforcement building, for escort to the nearest Imperialean Diplomatic Mission.

3. The Chancellery of The Most Serene Republic recognizes that not all formerly enslaved persons desire to remain in, and exercise citizenship within Gonngman city, thus such persons as whom desire repatriation, should the Sovereign Government of their place of origin accept them, with due consideration to their status and dependents, may be repatriated.

4. Such persons as whom do seek repatriation, should the Sovereign Government of their place of origin, lack diplomatic ties with Gonngman city shall have their Citizenship within Gonngman City revoked.

5. Such persons as whom originated from the following Sovereign Nations, may receive dual citizenship, should the terms of citizenship within their respective nation of origin not exclude them from citizenship within Gonngman city:
The Kingdom of Dou Boux
The Second Atheistic Empire of Imperial Royal Union
The Crown Kingdoms of The recon empire
The Kingdom of Narninia
The Republic of San cralavan

6. Such persons as whom are excluded from Citizenship within Gonngman city due to citizenship within their place of origin, whom wish to cease their native citizenship, and resume citizenship within Gonngman city may do so.

Official Release from Winslet Castle

1. The Recon Empire applauds Gonngman city government for its policy in slavery emancipation. As a longstanding friend of the Recon Empire, it is vital to approach these universal human rights issues with firm policy.

2. As the Gonngman City has expected, the Recon Empire will pursue compensation for Reconian citizens in Gonngman City affected by the emancipation in accordance to international precedence set forth in the groundbreaking Santa Handro Accord, established as a result of Recon, Gonngman and Others v. Dou Boux (2015). Gonngman City was a joint-plaintiff with the Recon Empire in the lawsuit back then and thus we believe share similar values in equitable compensation of citizens' private properties.

3. As of today, there are 358 citizens in Gonngman city with a combined estimated damages of R$61 million as a result of the emancipation. Thus, the Ministry of Foreign Affairs has appointed Advocate Orwell Weston, JD, QC, CSP as lead counsel to appeal on behalf of these Reconian citizens. Advocate Weston had been one of the senior counsels during the Santa Handro case.

With the national declaration of emancipation barely older than a week those blood seeking lunatics whom used to wear the title of "Master" have come baying at out doorstep. Hidden behind the veil of diplomacy these Wolves are at our door demanding blood money for those they had cruelly enslaved, stripped of all basic humanity, now the truth is revealed who is the human and whom is a simple base animal. The only fortunate occurrence being that two of our brothers drew the lots to judge in the Tribunal.
