The poll is set to be voted on by NATIVE residents, not WA residents, which would be the citizens.
Native resident means that this region is the region that they have the most regional influence, out of all regions in which they hold influence.
I would count as a native but not WA (and therefore not a citizen) since the last time this nation wasn't resident in Sophia (for any substantial amount of time) was almost three years ago.

Also, Title 4, Article 5 of the Constitution provides that "No person may eject a substantial portion or all of Sophia's inhabitants without giving one week's notice and a good reason for doing so to all inhabitants and prospective new arrivals."
