Figure out a general idea of what your nation would be capable of given their technology, arms manufacturing, military, and intelligence:
low modern tech means semi-auto rifles and direct-fire missiles, high modern tech means automated weapons such as drones
low arms manufacturing means only half your army has weapons to use, high means ample supply chains
low military means only a small fraction of your nation are soldiers, high military means everyone is capable of using a gun for their country.
low intel means simple tactics like strait attacks and weak command structure, while high intel means precision removal of enemy high-value targets.
