How about the Alpine lowlands? it's unclaimed land but It has some Flak Towers In some Territories and The Airspace is Defended. There is also a Nearby Military base, Which has Ships that constantly Patrol the Sea Near there. Just make a deal with the Locals to let you have some land.

ESS only claims land in ESS exept his claims in igris. I dont want to have a colony in EMA cince its far away from mitteleuropa and will make trade and tourism harder, his claims in igris are claimed by the USI and even he cant make USI change their claims. Colonizing claims of other countries isnt a good idea
