Regarding taxation, if you want emergency funds, you can easily get loans on the open market. In any case, privatizing involves selling the warroom and newspaper which will give you a massive cash reserve to begin with... and then, KaiserReich will end up getting paid to post dispatches of various corporations...

So ya... taxation is absolutely not needed. If you really want the ability to tax, then I want there to be a constitutional law that mandates taxation as a last resort, like no taxation without first getting a loan or raising revenues on the open market, etc.

Kaiser Reich Constitution: Draft 1 Canton
Preamble:
We, having put faith in the future, do establish this here binding document of the Kaiser Reich. With this document, we shall lead the fatherland into a golden age of prosperity and freedom. May the gods guide us towards this goal.
Article I: The Reich Council
I. The Reich Council is composed of all the departments appointed by the Kaiser and the Chancellor. The Current positions on the Reich Council are:
Chancellor
Reich Diplomat
Chancellor of Internal affairs
Speaker of the Legislator
Reich Justice
They will advise the Emperor on their respective positions
II. The Emperor has the power to appoint and dismiss council officials at his discretion
III. The Emperor is the absolute leader of Kaiser Reich.
IV. The Chancellor is the World Assembly delegate, and will handle day to day affairs.
Article II- Reichstag
I. The Reichstag is the parliament of Kaiser Reich.
II. The Kaiser Reich will have two houses, an elected House of Heros, and a House of Plebians.
III. The Reichstag has the power to declare war.
