The Dictatorship of Dawood Ibrahim wrote:Article 4.1 of the Islamic Empire constitution is amended to read as below:1(c) The executive head of the govt is the WAZIR AL AWWAL, one of the members of the Shoora Council, elected in elections held every 60 days (under normal conditions). The Wazir Al Awwal serves as the region's World Assembly Delegate. He appoints the cabinet ministers and shall have regional powers of border, communication, appearance, embassies and polls. He shall have the authority to guard the region and eject/banject any raiding nation or nation affiliated with raiders or nations working for the destabilization of the region. The decision shall have post-facto approval of the Shoora Council by a simple majority.

On a point of clarification, isn't the appointment of a cabinet only a recommendation in the Constitution?

Well, I respect your sense of propriety and ethics but then you need not abstain. This is a question of a constitutional amendment and it needs 2/3rd majority to pass. So it is required that you vote alongwith other members of the Loya Jirga. If you had been the proposer as well as the Wazir, then probably there would have been a conflict of interest. But this bill has the unanimous assent of the Shoora Council and hence you should vote on it.

Your question is not clear to me. Can you rephrase it? But if I understood properly, as the two cabinet posts are mentioned in the constitution, it is mandatory for their appointment. The foreign affairs and the Internal security.

I don't believe the Constitution mandates the appointments. It only makes a recommendation.

"3. The WAZIR AL AWWAL may also appoint a member from amongst the other citizen nations , who will act as foreign minister.
4. In addition, a minister for internal security( interior) may be appointed from the Loya Jirga by the Wazir Al Awwal."

The Wazir Al Awwal serves as the region's World Assembly Delegate. Once in the constitution this is law mandates all WA holders in the region to support the Wazir. Is that correct? What if there is WA holder in the region not supporting the Wazir?

It would mean that the WA Delegacy would be reserved for the Wazir. No other member can be the region's WA Delegate. An endorsement mandate would be in another bill.
