The year is 2076, you have just been elected as the Governor of the Free State of NorCal, within the New United States of America (NUSA.) You won your position after your predecessor attempted to secede from the NUSA during the Unification Wars. He was successful in that you have much more freedom to act than a normal state would, but you're still subject to the NUSA. Not to mention NorCal lost its largest city, a megacity in the bay area, Night City to free city status in the process (although Night City residents are still considered NorCal citizens.) This has left NorCal's economy dead. It's so bad many citizens in your state are turning to nomads to get what they need. Also, you're stuck in a balancing act between two megacorps who are at odds. Arasaka is a Japanese corp, based out of Tokyo, they have a lot of influence in Night City making it unlikely you'll be able to reclaim the city while they're around. The other corp is Militech, an American corp which holds a lot of influence in the NUSA, with many senators being Militech board members.
