The deal with the fast vs. slow pandemic is that a fast virus burns itself out when it has no hosts, a slow virus can mutate into something worse. That is the dealio with that.

The main strain causes a large pandemic, mutations will cause a small pandemic. With how slow COVID mutates, I still think quarantine measures help better than what you're suggesting.

No, we simply need restrictions in place. I personally have mapped puppets right now, but it isn't me seizing away even more territory from newcomers, it's just because I actually truly own the territory, and opted to have it run by a different nation so that borders will be better.

A abuse of the puppeting system would be to create an entirely new puppet with an unrelated claim, to be placed on the map.
