At the time there were only 3 nations in the region, so it only needed 2 votes to pass. It had mine because I wrote it, plus one more from Father Figures

A Resolution
For the Redistribution of Lands under the International Speculation Act.

Whereas the nation of New Simsbury has been reestablished, and

Whereas the nation of Callabe has collapsed and become officially incompetent under the International Land Redistribution and Treaty Act;

Be it resolved that all lands formerly held by the nation of New Simsbury and currently held by the Speculation Committee of the Big Water Regional Council shall be returned to New Simsbury, to be managed entirely by that state, with immediate effect at the time of passage, and

Be it resolved that all lands formerly held by the nation of Callabe shall be granted with immediate effect to the aforementioned Speculation Committee under the International Speculation Act, to be managed and improved entirely by that Committee.

This resolution shall be passed by a simple majority of competent nations within the region.

Big Water was created in the aftermath of Hurricane Maria, which decimated Puerto Rico and the surrounding islands. Eight prosperous nations rose from the ruin, and many more would rise and fall. The region, separated from the rest of the world by big ocean water, exists in almost complete isolation, still observing a policy that prevents its member nations from joining the World Assembly.

The regional government, called the Big Water Regional Legislative Council, is a powerful one, with the power to pass laws, levy membership fees, raise an army, and own property. It is committed to the stability of the region and the prosperity of the region's billions of citizens. All nations that wish to join are welcome to send a formal request by telegram.

The American National Reclamation Government Introduces the Regional Security Act

The Regional Security Act:

Whereas The Confederal Republic of New New New New New New New New Jersey has unvetted power over all constituents in Big Water, This shall be reversed and every 2 years all Constituents in Big Water shall vote for a Chair-nation of Big Water, who for 2 years shall wield the executive powers which the aforementioned republic presently wields.

Whereas there are currently no elections in Big Water, from here on out on every other November the 8th, there shall be a free and fair election for the Chair-nation of Big Water

The Election will be decided by a popular vote with all nations in Big Water participating

When the Chair-Nation is elected, to preserve the stability of the region, they have emergency powers to, in times of crisis, dissolve both the judicial and legislative branches of the Big Waterian Government, and utilize those powers to keep the region afloat

If a nation is deemed to be subverting the foundations of Big Water, then the Chair-nation can use emergency powers to remove said nation from the region, either temporarily or permanently

If the region is deemed to be in a time of crisis during an election period, the Chair-nation can assume emergency powers and temporarily postpone the election until the crisis has past

If there is a gridlock in the halls of government, the Chair-nation can assume emergency powers to allow legislation through

In order to prevent corruption, from the date of November the 1st, 2020, to November the 8th, 2020, all powers held by The Confederal Republic of New New New New New New New New Jersey shall be nullified to preserve the stability of the republic
Both the nations of New New New New New New New New Jersey and the American National Reclamation Government shall vote on this proposition.
