Tangent: Millions of "cultures" (even if slightly different) is still a lot. The entire world has around 4000 cultures (according to a quick search; imo I'd pin this at around 15000). Anyway, back to the reply.

I'll need to change it to maybe a few thousand tiny cultures. ~A few hundred big cultures.

Also, Z'verto was united by force, never by peace. And remains united because we hate other countries more than we hate ourselves.
