All the excess deaths during the famine amounted to 400k people, and not even all of them were from starvation. Russian propaganda doesn't even like USSR, they call to honor white generals and Nazi collaborators while saying USSR couldn't produce anything lol. Stalin did help them, that's why lots of people were saved. I saw multiple orders with his signature ordering various measures to help people.
