Jonathan nodded.
"Well, if you ever need help, I believe..." he looked around, "Well, if Jane was here, she would be able to help you write your constitution; after all, she did help William Kasel write the constitution for the Federation."
He hailed a soldier to go find Jane. He saluted and then briefly left.
"As for rebellions..." Jonathan trailed off as he scratched his chin, now showing a five o'clock shadow. He thought for a few moments.
"Say that...hmm...create some...maybe if one were to...create..."lords" over diff...hm...I have to say...I am stumped for ideas."
Jonathan gave a shrug. His brow furrowed before he shook his head apologetically.
"Well, a slow transition may be necessary."
