Resolution 1 to the General Assembly of the United Regions (In Rome, Papal States, Riskivilization Union) Condemning O'Haraism and Fascism of all kinds; Combating glorification of Fascism, neo-O'Haraism and other practices that contribute to fueling contemporary forms of racism, racial discrimination, xenophobia and related intolerance Acknowledging the importance of this being the first resolution passed by the United Regions, and the statement this will make of the world. Mindful of the Horrors that O'Haraism and other forms of Fascism have caused in the previous world war. Noting that O'Haraism is not the only form of Fascism, and that all forms of Fascism need to be combated in equal measure. Noting that Neo-O'Haraism is more than just the glorification of a past movement, it is a contemporary phenomenon with strong vested interests in racial inequality and an investment in gaining broad support for its false claims of racial superiority Recalling the Previous stands against Fascism made, by smaller groups and cohorts of nations, and of individual nations themselves. Alarmed at the spread in parts of the world of extreme right wing political parties, movements, Ideologies, and groups of a racist or xenophobic character, including, but not limited to, Neo-O'Haraists, and the fact that this has, and has the ability to contribute to discriminatory resumes at local and national levels. Noting with concern, that without vigilance, even where Fascists do not formally participate in government, there presence therein of extreme right-wing ideologues can have the effect of injecting into political discorce, and from there politics,the same policies that make Fascism so dangerous Mindful of the role that the Internet can play in promoting equality, inclusion, and non-discrimination as part of the strengthening democracy and respect for human rights. Seriously concerned that Neo-O'Haraists and other Fascists are targeting susceptible individuals, mainly children and youth, by means of tailored websites with the aim of indoctrination and recruitment. Stressing that the purpose of addressing hate speech is not to limit or prohibit freedom of speech, but to prevent incitement to discrimination and violence, which shall be prohibited by law, The United Regions General Assembly Resolves to 1.Condemn any and all persistence and resurgence of Fascism, Neo-Fascism, O'Haraism, Neo-O'Haraism, violent nationalist ideologies based on racial and national prejudice and thous phenomena that could never be justified in any instance or in any circumstance. 2.Encourage, and Direct the United Regions Council on the Fundamental Rights of Persons, to fight Fascism in all its forms, and to focus on practical ways to lower its number. 3.Urges States to eliminate all forms of racial discrimination by all appropriate means, Including legislation as required by circumstance, or other such resume. 4. Urges states to adopt a definition of Racial Discrimination that complies with the following "any distinction, exclusion, restriction or preference based on race, colour, descent, or national or ethnic origin which has the purpose or effect of nullifying or impairing the recognition, enjoyment or exercise, on an equal footing, of human rights and fundamental freedoms in the political, economic, social, cultural or any other field of public life." 5.Noting noting in section 4 shall apply to the istinctions, exclusions, restrictions or preferences made by a State Party to this Convention between citizens and non-citizens, so long as the distinctions are not made on the basis of racial discrimination. 6.Noting nothing in section 4 may be interpreted as affecting in any way the legal provisions of States Parties concerning nationality, citizenship or naturalization, provided that such provisions do not discriminate against any particular nationality. 7. Noting that in regard to section 4 special measures taken for the sole purpose of securing adequate advancement of certain racial or ethnic groups or individuals requiring such protection as may be necessary in order to ensure such groups or individuals equal enjoyment or exercise of human rights and fundamental freedoms shall not be deemed racial discrimination, provided, however, that such measures do not, as a consequence, lead to the maintenance of separate rights for different racial groups and that they shall not be continued after the objectives for which they were taken have been achieved. 8.Acknowledge that discrimination in all its forms, if it be based on Race, ethnicity, religion, or anything else; if it be fascism or another form of discrimination, is a threat to social cohesion, not just to those groups that are the direct targets. 11.Encouraging States to develop and implement national action plans for the elimination of fasism, racism, racial discrimination, xenophobia and related intolerance. 12.Stressing that the rights to freedom of expression, peaceful assembly and association are important in supporting the fight against fascism and related intolerance world wide. 13.Emphasizes the need that any commemorative celebration of a Fascist Regime, its allies, and related organizations, whether official or unofficial should be prohibited by states. 14.Emphasizes that such manifestations, mentioned in section 13 would do a disservice to those victimizes of fascism, including but not limited to those who died during the last World War 15.Emphasizes that such manifestations, mentioned in section 13, negatively impact children and young people 16.Stresses that states take measures, in accordance with international human rights law, and national human right law, under the guidance of the Council on the Fundamental Rights of Persons, to counteract any commemorative event described in section 13 17.Expressing deep concern about any attempt to desecrate or demolish monuments erected in remembrance of thous who died to, or fought against O'Haraism or any other form of fascism. 18.Expressing deep concern about any attempt to erect a monument to fascists, or fascism, or in remembrance of such. 19.Firmly Condemns incidents that glorify and promote Fascism, such as acts involving Pro-O'Haraist graffiti and paintings, including on monuments dedicated to the previous World War. 20.Expresses Alarm over the use by extremest groups, including neo-Fascists groups, and individuals espousing ideologies of hate, of information technologies, including the Internet to recruit new members, especially targeting children and young people, and to disseminate and amplify their hate-filled messages. 21.Recognizing that the Internet can also be used to counter act these groups and their activities. 22.Affirms any advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence shall be prohibited by law. 23.Encourages States to take appropriate measures to prevent revisionism in regards to fascism and the previous World War. 24.Calls upon states to ensure that their education system promotes and develops tolerance, and to develop a proper understanding of history. 25.Condemns without reservation any attempt to deny the Genocide in Riskivilization Union District Judea, or any other well documented genocide brought forth by fascism. 26.Condemns without reservation any manifestation of religious intolerance, incitement, harassment, or violence against persons or communities, on the basis of ethnic origin or religious belief. 27.Calls upon states to continue to take all appropriate resumes to prevent and counter hate speech. 28.Stresses the need to respect the memory of those who died at the hands of, or fighting, fascism. 29.Expresses Concern that human rights and democratic challenges are posed by extremest political parties, movements, and groups can be universal, and that no nation is immune from them. 30.Notes with appreciation, the political leaders, parties, and nations who strongly condemn the incitement of racial violence, xenophobia, and move to promote tolerance, and respect. 31.Encourages States to improve diversity within there public service. 32.Recognizes the paramount role of education in promoting human rights and fundamental freedoms and combating racism, racial discrimination, Xenophobia, and other forms of intolerance and discrimination, and in promoting tolerance, respect, and non-discrimination. 33.Underlines the positive use the United Regions can play in the fight against Fascism 34.Requests States declare an offense punishable by law all dissemination of ideas based on racial superiority or hatred, and incitement to racial discrimination, as well as all acts of violence or incitement to such acts against any race or group of persons of another colour or ethnic origin, and also the provision of any assistance to racist activities, including the financing thereof. 35.Request States declare illegal and prohibit organizations, and also organized and all other propaganda activities, which promote and incite racial discrimination, and shall recognize participation in such organizations or activities as an offense punishable by law; 36.Affirm that States Shall not permit public authorities or public institutions, national or local, to promote or incite racial discrimination 37.Stresses the importance of cooperating closely with civil society and international and regional human rights mechanisms in order to effectively counter all manifestation of racism, racial discrimination, intolerance, and fascism. 38.Invites States to submit their own progress reports for universal review to the relevant bodies. "Thank you all, good members and fellow delegates. We in Gandhistan have an absolutely sordid history with collaborating with fascist forces in the past. Most recently, during the Global War against Fascism, our nation sided with the Imperial Front marauders and is responsible for many massacres, especially in Arabia and in Judea. This was only a natural result of the culture of the prevalence of the extreme right within Gandhistan leading up to the war, with irredentist gasoline poured over the fire that we communists already had to try to put out. Only with the help of the Soviet Union and the Arabic Soviets, as well as our brave Partisan fighters, were able to extinguish the light from fascism's eyes. However, it was not extinguished completely, and continues to pose a threat to the harmony of the world as a whole. We fully support this resolution advancing through in order to ensure that fascism never tears another people apart as it did our nation, and to build a new world where all can equally share in a society without fear."
