While the proposal is indeed rather list-heavy for the most part, I think its quality is good enough to not oppose the proposal on these grounds alone, especially since every single one of the nominee's astonishingly numerous WA resolutions which they've (co-)authored - all of excellent quality - does deserve to be named. Their fighting against fascism, alongside helping in region-building, as mentioned in the proposal, then lastly pose the icing on the cake of Honeydewistania's exceptional work for the greater NationStates community, so I believe they are absolutely worthy of recognition by the Security Council in the form of a commendation.

Purpose: To award Honeydewistania a badge of commendation for being the author or co-author of many World Assembly resolutions, antifascist efforts as part of the MT Army and Antifa, and contributions as a member of government to Mariner Trench and the URA.

The Office's Analysis

The at-vote resolution, "Commend Honeydewistania", is decently written and presents plenty of reasons for issuing a commendation for the nominee in a nicely structured manner. Honeydewistania has authored or co-authored no less than 20 resolutions in the World Assembly, but additionally to the sheer number of authorships, the frequent help they've provided to newer nations looking to write proposals is what really sets the nominee apart. Also tying in to WA matters is their work in the United Regions Alliance, where they helped in building a professional WA program, but this is only one organization they immensely contributed to: Prominently their accomplishments with the MT Army and Antifa in fighting fascism on NationStates are rightly highlighted by the proposal. Thus, OWL recommends a vote FOR the at-vote resolution, "Commend Honeydewistania".

Purpose: To repeal previous legislation, which blocks the WA from passing new legislation that would require member states to grant full suffrage to current and former prisoners, as it currently reserves the decision on this topic to the individual nations.

The Office's Analysis

Although GAR#419's intentions were admirable in prohibiting the disenfranchisement of voters by their criminal history, included in that resolution were the means to disenfranchise citizens who remain imprisoned. The current repeal provided by Tinhampton is aimed at allowing future General Assembly law to extend guaranteed voting rights to the incarcerated. OWL voters have deemed that voting is a civil right that all citizens should have, and that a repeal is necessary for new legislation to this end.

What little the resolution accomplishes is undone by itself. If there is a concern that governments may not allow their citizens to associate, such that it requires intervention by the World Assembly, for what reason is it also then prudent to empower those governments to criminalise citizens' association with it? What is the functional difference in effect between the two? It is problematic that the determination of what counts as a threat to "national security", what can be considered the "intention to spread a message of hate", are placed on governments. Governments are restricted from prohibiting association, but only so long as they do not invoke any of these easily-reachable exceptions which cause that association to land someone in prison. In the end, nothing is accomplished at all.
