An inequality often represents the idea that a number/variable is lower or higher than another certain number/variable. Then it can be strictly higher/lower, or greater than/less than and equal to. Instead identities are basically equations that are always true regardless of what value the variable takes.

Yes. Poor harvest is also to blame for this, but mostly Holodomor occurred due to incompetence of those who collected grain from villages. They were collecting "excess grain" when in fact it was the last crumbs.
