What is the The Embassy? | The Embassy is a Diplomatic Superpower Region founded in 26th April 2015 by the late Embassy master, with more than 3.500 regions committed to maintaining interregional peace and security, developing friendly relations among regions and promoting social progress, better regional living standards and nations rights.

Due to its unique interregional character, and the powers vested in its founding Charter, the Organization can take action on a wide range of issues, and provide a forum for The Embassy member nations and regional allies to express their views, through the Interregional General Assembly, the Interregional Security Council, and other Interregional bodies and committees.

The Embassy is both a 'Recruitment Friendly' and 'Roleplaying' region. Although the organization's Charter forbids unwarranted offensive operations, The Embassy will come to the aid to other regions who have been threatened or raided, and in this regard, is a R/D region. Roleplaying is seen as an essential activity undertaken by all nations in NationsStates to strengthen bonds. Conclusively, whilst The Embassy is primarily a serious partnership between regions diplomatically, there are elements of it which may be considered to be that of a roleplay nature.



What is the The Embassy Charter? | The Charter of The Embassy is the foundational treaty of The Embassy. The Charter consists of a preamble and a series of sections grouped into Articles:

    The preamble consists of two principal parts. The first part contains a general call for the maintenance of peace and interregional security and respect for human rights. The second part of the preamble is a declaration in a contractual style that the governments of the peoples of The Embassy and it's regional partners have agreed to the Charter.
    Article I details The Secrétariat of the The Embassy. The Secretariat is composed of a Secretary General, assisted by a interregional civil servants. It services the other principal organ of The Embassy and administers the day-to-day operations of the organization.
    Article II sets forth the purposes of the Interregional General Assembly, including the important provisions of the maintenance of international peace and security. This Article reflects the membership of The Embassy's views of the Interregional General Assembly as the foundation of The Embassy and one of most important branches of The Embassy.
    Article III also details the Interregional General Assembly as the Court of Justice's main functions; that being, to settle legal disputes submitted to it by Regions and to provide advisory opinions on legal questions submitted to it by duly authorized of the Interregional General Assembly.



What is the The Embassy Treaty? | The Treaty of The Embassy establishes a mutual defense pact against possible aggression from raider regions against signatories of the Treaty. Although a nations can choose to be a member of The Embassy and is thus required to ratify The Embassy Charter, it does not have to ratify the Treaty, and therefore is not party to the obligations of the Treaty.


What is the The Embassy Secrétariat? | The Secrétariat of the The Embassy is composed of a Governor General, assisted by a interregional civil servants. It services the other principal organs of The Embassy and administers the day-to-day operations of the organization.
    Governor General | Equal parts diplomat and advocate, civil servant and CEO, the Governor General is a symbol of The Embassy's ideals and a spokesman for the interests of the member Regions's citizens. The Governor General acts as the 'chief administrative officer' of the Alliance, who shall act in that capacity and perform such other functions as are entrusted to him or her by Interregional General Assembly. In addition the Secretary-General also serves as the head of the Interregional General Assembly to help guide and facilitate interregional dialogue. The Secretary-General is also empowered to bring to the attention of the Interregional General Assembly any matter which in his or her opinion may threaten the maintenance of interregional peace and security.
    Officer (Security) | The Officer of Security is delegated with the responsibility of security matters/resolutions that is being raised by a member region within The Embassy. General Ambassador Security moderates The Embassy Military Network - which is to be deliberated when the AN convenes.
    Officer (Interregional Affairs) | The Officer of Interregional Affairs is delegated with the responsibility of all incoming/outgoing memberships and also the entry criteria into The Embassy, inclusive of a Welcome Telegram. The General Ambassador Membership walks through with nations regarding how The Embassy functions as a whole and also on how they can get their region's concerns addressed. The regional officer is also responsible of updating the Secretariat as and when of changes to member nation's WAD, Governing Nation or Ambassador. Additionally, the regional officers of Interregional Affairs serves as The Embassy's primary cultural officer. They are empowered to facilitate cultural exchanges, role-playing events, and activities to develop relationships between members.
    Officer (Administration) | The Assistant-Secretary-General of Administration is delegated with the responsibility of keeping record of the implementation of binding resolutions that has been passed by The Embassy. The regional officers reviews The Embassy policies and to recommend appropriate adjustment if needed. Additionally the regional officer of Administration serves to help with administrative affairs surrounding The Embassy's forum page, ensureing members are listed in specific groups and all matters of the forum are handled.

The Nations of The Embassy hereby determined:

  • To protect the regions from the scourge of war that has caused irreparable social, political, and economic damage to those who have fallen victim to the sword, and

  • To protect the regional sovereignty of all justified and righteous regions, and to ensure that their constituents never have to live in fear of being unable to progress to greater aspirations due to the threat of armed conflict, and

  • To establish a forum of open communication in order to ensure the greater safety of the international community, and

  • To better the livelihoods of all in order to ensure the greater success of mankind,

And to These Ends Will Seek:

  1. To resolve international disputes through diplomatic means first, so as to refute violent precedents created by previous armed conflict, and

  2. To create an interregional court, to hereby be named the Interregional Court of Justice, that will handle claims of blatant transgressions against regions or nations, and

  3. Enact programs, both civilian and military in nature, that have been deemed by the ICJ, and other relevant Interregional bodies, as being beneficial to the greater good of mankind, and

  4. Create a Security Council, whose sole purpose will be to assess and handle matters of military nature.

Will Henceforth Pursue These Aims by:
Establishing a forum through which the mechanisms of the region will operate, whose location shall be determined on an appropriate rotational basis, and where delegates from the member nations of the URA shall meet, if in good form, regularly, so as to ensure the greater peace and prosperity of the international community.[/box]

Article 1 The Interregional General Assembly



Section 1: Opening Statement
The Interregional General Assembly will henceforth become the primary arm of The Embassy , and shall act to ensure that the general principles of peace be kept within the interregional community.
Section 2: Framework
The Interregional General Assembly shall consist of all member nations of The Embassy .
The IGA will be chaired by the President and two Vice-Presidents.
Section 3: Voting procedure
  1. Each member nations of The Embassy shall have one vote.

  2. Decisions made by the Interregional General Assembly on important matters shall be made by a two-third majority vote of members present and voting.

  3. Important decisions are defined as being: recommendations on matters relating to interregional peace and security, election of member nations to the Security Council, suspension of member nations, and expulsion of member nations.

Section 4: Assembly procedure
  1. The IGA shall meet in regular monthly sessions, quarterly sessions and in special sessions called by the Secretary-General.

    1. During monthly sessions, it is a requirement that one representative from all member nations be present at the meeting.

    2. During the quarterly sessions, it is a requirement that the Founder / World Assembly Delegate / or nation with equal authority be present at the meeting. During special sessions, it is expected that the requirement (a) be fulfilled.

Section 5: Function
The Interregional General Assembly will seek to secure order and maintain peace throughout NationStates. They will deploy diplomacy as a mean to end violence and resolve inter-regional disputes. The use of warfare and weaponry will only be implemented in extreme cases, and will serve as the last resort of the Interregional General Assembly. Debates and votes will be held to ensure any actions taken represent the will of the NationStates community at large.

Article 2 The Interregional Security Council



Section 1: Opening Statement
The Interregional Security Council will henceforth be responsible for handling all security related issues, and has been given specific powers to organize and assemble armed peacekeeping operations in situations where such measures are required.
Section 2: Framework
  1. The Interregional Security Council shall consist of 5 permanent member nations of The Embassy .

  2. Within the ISC, there shall be occupied by three permanent members, each specifically chosen for their influence in NS.

  3. The remaining four seats on the Interregional Security Council will be occupied by nations who have been elected by the Interregional General Assembly, each region is required to have a minimum of 60 nations with a minimum of twenty active nations. The three non-permanent member nations shall occupy their seats in the Security Council for a term of six months. Upon the completion of this term, the incumbent region shall be removed from the Security Council.

  4. All members on the ISC have an equal vote in the ISC, and shall be equally represented.

Section 3: Election
  1. In order to be elected into the ISC, the region at hand must first demonstrate that it has met the criterion suggested in Clause 2 of Article

  2. Afterwards, The Interregional General Assembly shall conduct a vote, overseen by a Secretary General and an Election Committee, with a 4-day voting period. Each region is entitled to vote for 3 new nominees for the Security Council.

  3. At the end, the regions with the most votes will proceed to become the new rotation of members in the Security Council (through plurality).

Section 4: Mandate
  1. In order to effectively operate as a peace organization, The Interregional General Assembly confers upon the Interregional Security Council the mandate to deliberate and make decisions regarding inter-regional peace and associated fields (humanitarian, sanctions, raids).

  2. The ISC shall be required to submit a quarterly report to the General Secretary of The Embassy for presentation to the Interregional General Assembly, detailing the activities of the ISC.

  3. Any member nations of the ISC is able to put forward a motion to the ISC to be deliberated and voted on by the Council. Should the motion pass in the ISC, it shall be henceforth known as a Resolution. The resolution is to be acknowledged and followed by all member nations of The Embassy .

  4. In the case of a motion necessitating military action of over 20 combatants (nations), the ICJ must first pass a vote regarding the legality of the motion.

Section 5: Voting procedure
  1. Each member of the Interregional Security Council is afford 1 vote in any vote in the Council.

  2. All members are to be represented equally.

  3. Decisions of the Interregional Security Council on all other matters shall be made by an affirmative vote of four (4) member nations. There will be no abstinence vote afforded to member nations.

Section 6: Removal
If, for some reason, a member on the ISC is deemed as being incompetent or irrelevant to the functioning of the ISC, a formal complaint may be filed to the ICJ, at which point the ICJ may vote to remove the member.

Article 3 The Interregional Court of Justice



Section 1: Opening Statement
The Interregional Court of Justice will henceforth become the primary judicial arm of The Embassy, and shall act to ensure that law and order be kept within the interregional community.
Section 2: Election
The Court shall be composed of a body of independent justices, whose election shall be based solely on their respective merits, and not on their respective regional ties or ideological beliefs.
Section 3: Framework
  1. The Court will consist of 7 members, no two of whom may be from the same region.

  2. An individual who has been chosen for membership into the court must reside in one region for the duration of his membership, unless exceptional cases should arise (ejection, etc.).

Section 4: The Permanent Court of Arbitration and Election
  1. The Permanent Council of Arbitration and Election exists for the purposes of nominating new ICJ justices and handling the dissolution of the ICJ.

  2. The Council can never be dissolved itself.

  3. The Permanent Council of Arbitration will be comprised of 10 rotating members and 2 permanent members.

  4. In order to be applicable for selection, a region must have a WA delegate, founder, or qualified individual capable of answering the call to serve on the Council of Arbitration and Election at any time, and the region itself must be a part of either the Interregional General Assembly or the Interregional Security Council.

    1. Failure to produce said individual means that the region will need to offer an alternate candidate of equal qualification within 1 day.

    2. The region will be passed on if this is not possible.

  5. The rotations are chosen randomly, and ideally each rotation should have constituents completely different from their preceding rotation.

  6. Every year, the ISC shall meet to determine a list of 14 nominees to choose from. The IGA shall then vote (with a 3 day voting period), by means of plurality, to determine which 7 nominees will proceed to become Justices.

  7. 1 nominee shall also become an ICJ-sanctioned Prosecutor. Another nominee shall become the standby-Prosecutor.

  8. 1 nominee shall also become an ICJ-sanctioned Attorney. Another nominee shall become the standby-Attorney.

  9. 1 nominee shall also become an ICJ-sanctioned Investigator. Another nominee shall become the standby-Investigator.

  10. The other nominee shall serve as a standby justice, and should one of the justices fail at his or her duties, a standby judge shall be randomly selected to replace the judge.

  11. All staff members and justices serve 120 day terms.

Section 5: Mandate
  1. The Court is thus given the ability to handle interregional level cases, and shall do so in a transparent manner that is nonexclusive to all parties (i.e. no secret hearings). Courts may:

    1. Interpret interregional laws and treaties.

    2. Question existing interregional laws and treaties.

    3. Rule on cases where perceived violations of human rights has occurred.

    4. Authorize Security Council-sanctioned military operations.

  2. The Court is second to no other national or regional court, and its rulings may not be nullified by these aforementioned courts.

  3. Questions regarding whether the Court may rule on an issue, will be an issue settled by the Court.

Section 6: Competence of Justices
  1. The ICJ justices/staff are physical embodiments of the spirit of interregional justice, and as such have a responsibility to maintain and uphold law and order within the interregional community.

    1. The implication of failure is equally severe: removal and/or legal action.

  2. When a judge/staff member has been determined as being incompetent, he or she will be removed in the following manner.

    1. A formal complaint will be filed to the Permanent Council of Arbitration and Election through the IGA or ISC.

    2. Any complaint deemed incomplete will be thrown out at the Council’s discretion.

    3. A formal complain that has been lodged and accepted will proceed to consideration stage.

    4. After some period of deliberation, the Council will be given 2 days to vote, and a majority is required to remove the justice.

    5. Failure to vote by any member of the Council results in immediate removal of the council-member, and the next available candidate shall take the council-member’s place.

  3. If a Justice or staff member fails to show for a formal session, he or she will be given a warning. The second warning will be followed by a third one where he or she will then be removed automatically.

Section 7: Procedure
  1. All proposed cases must be initiated through a vote by plurality in the Interregional General Assembly. A Region must first:

    1. Put forth a formal proposal, which, if lacking in substance, must first be amended by the IGA. Following the vote, the proposal will either be passed to the ICJ or fail.

  2. The region that filed the claim will immediately become the prosecutor, or may choose to have the ICJ delegate one of the standby justices to the duty. The defendants, if applicable, will be represented by the Court Attorney.

    1. First, a 2-day grace period will be given for all members of the Court to assemble. If assembled at an earlier date, the Court shall immediately move to the next step of the process.

    2. Hearings will begin with a reading (post) of the proposal.

    3. Evidence shall than be presented by the ICJ Investigator. Both sides will also have an opportunity to present their findings.

    4. Following the prior step, the prosecution and defendants will have an opportunity to post a list of merits.

    5. Afterwards, a cross-examination session lasting 1 day will begin.

    6. Following this, the judges will rule on the case, requiring a majority vote for any decision.

Section 8: Implications of the Court
Once a decision has been made, it cannot be overturned and will be a precedent for all courts to follow, unless the ICJ itself overturns the verdict. Furthermore, whatever implications it has must legally be abided by as they are now interregional standards.

The Parties to this Treaty reaffirm their faith in the purposes and principles of the Charter of The Embassy and their desire to live in peace with all peoples and all governments.
They are determined to safeguard the freedom, common heritage and civilisation of their peoples, founded on the principles of democracy, individual liberty and the rule of law to promote stability and well-being in NationStates.
They are resolved to unite their efforts for collective defence and for the preservation of peace and security. They therefore agree to this Alliance Nation Treaty :

Article 1
The Parties undertake, as set forth in the Charter of The Embassy, to settle any interregional dispute in which they may be involved by peaceful means in such a manner that interregional peace and security and justice are not endangered, and to refrain in their interregional relations from the threat or use of force in any manner inconsistent with the purposes of the United Regions Alliance.

Article 2
The Parties will contribute toward the further development of peaceful and friendly interregional relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being.

Article 3
In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

Article 4
The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.

Article 5
The Parties agree that an armed attack against one or more of them shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the Interregional security of the world.

Any such armed attack and all measures taken as a result thereof shall immediately be reported to the Interregional Security Council. Such measures shall be terminated when the Interregional Security Council has taken the measures necessary to restore and maintain interregional peace and security .

Article 6
For the purpose of Article 5, an armed attack on one or more of the Parties is deemed to include an armed attack:

  • on the territory of any of the Parties in NationStates;

  • on offsite territory owned, controlled and operated by any of the Parties, including but not limited to forum sites.

Article 7
This Treaty does not affect, and shall not be interpreted as affecting in any way the rights and obligations under the Charter of the Parties which are members of The Embassy, or the primary responsibility of the Interregional Security Council for the maintenance of interregional peace and security.

Article 8
Each Party declares that none of the interregional engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any interregional engagement in conflict with this Treaty.

Article 9
The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall be so organised as to be able to meet promptly at any time. The Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defence committee which shall recommend measures for the implementation of Articles 3 and 5.

Article 10
The Parties may, by unanimous agreement, invite any other Region in a position to further the principles of this Treaty and to contribute to Interregional security to accede to this Treaty. Any Region so invited may become a Party to the Treaty by depositing its instrument of accession with The Embassy. The Secrétariat of The Embassy will inform each of the Parties of the deposit of each such instrument of accession.

Article 11
This Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible with the Secrétariat of The Embassy which will notify all the other signatories of each deposit. The Treaty shall enter into force between the States which have ratified it through the established mechanism of the State.

Article 12
After the Treaty has been in force for two months, or at any time thereafter, the Parties shall, if any of them so requests, consult together for the purpose of reviewing the Treaty, having regard for the factors then affecting peace and security, including the development of universal as well as interregional arrangements under the Charter of The Embassy for the maintenance of interregional peace and security.

Article 13
After the Treaty has been in force for two months, any Party may cease to be a Party one month after its notice of denunciation has been given to the Secrétariat of The Embassy which will inform the Governments of the other Parties of the deposit of each notice of denunciation.

Article 14
This Treaty shall be deposited in the archives of the Secrétariat of The Embassy. Duly certified copies will be transmitted by that Administration to the Governments of other signatories.
