The Regional Guardian of Romulus Remus Roma | Ayo. 🤚 The region is new so it may be some time before the government, rp, and everything is set up. I assume maybe a week or two. Which is short in NS days for an active region. In the meantime feel free to join the discord. I have the basic channels and roles set up there. I just finished the Citizenship factbook and was working on editing my the Constitution from ome of my other regions to fit the roman theme here. Though i may hold off on that and finish writing stuff so we can set up the families and government to include people to be able to contribute. Congratulations though, if you plan to be active and as a WA member you'll be able to join the Patricians class. After a certain amount of time or people i will close the Patricians class once we have a few families sizable to carry on with a Senate. Then everyone else after will have to join the Plebians if they want to become citizens and have rights. Eventually if reforms happen, and they lose people from cte, the Patricians can "adopt" long standing Plebians to become members of their families. This system will hopefully keep balance with a good roman style of citizenship. :D | |

I will be adding more text as we develop and once i have more time to create factbooks and link them to the overview. I took some bits from another region i help ran from 2017 to recent. I was given permission to use some stuff. Since i made most of it anyways, i figured i would still ask to repurpose it. I still have to rewrite the Imperial Charter from the Empire region, but i think once i rewrite it, i will create a very simplistic version. Because the actual startup constitution will literally be an Apple agreement page. Lmao nobody going to read that, but it's always good to set it up in case we have to get specific, and it will give the Senate here something to go over and vote to reform some bits to suit an even more authentic roman constitution of they want. | |

The Regional Guardian of Romulus Remus Roma | Hey, welcome to Roma Invictia.🤚 Things will be slow for a bit, but after a fewxmore factbooks are up i plan to launch a recruitment campaign. Eventually once we have a few people and when i finish up the familiy class factbook explaining how that system will work, then individuals will be formed into Patricians which will make up the Senate. Everyone that comes thereafter will be grouped in with the Plebians or Non-Citizens. Through reforms will lower classes gain rights if they will, and if the Patricians will it. The class system will be a sort of experience on how the region develops, sort of how it did irl. 🙂 That's just one development that will prove an interesting future for this region that i have plans for. The Regional Guardian of Romulus Remus Roma | So i have finished up the draft for our beginning Constitution. There may be some class overlaps, and due renaming for positions and more indepth information. However the general idea for the role that the Senate, Consuls, Tribune Council (temp name for cabinet), and Plebian Assembly (lower house of legislation for pleb representatives) are in there. I will go over it later to fix stuff. If you guys don't mind to take a look and add your thoughts and maybe ideas, then i will be happy to hear them. An added temporary rule in the Constitution has given the Founder authority to continue the update of the Constitution until a Senate and Pleb Assembly has been established. This will obviously take some time for the families to be formed and seats to be filled with election. Though i believe the first members of these seats will probably not face an election from the start. It will be a first come first awarded privilege. The Senate will be filled by early Patricians before we have a full Plebians Assembly, so as time moves forward we will no doubt see the fruits of our Republic grow after a few weeks. Just a few more factbooks, and i will be comfortable to actively begin a recruiting drive to promote the region to more than just a few selected people of intrest. As the legend says, two men brought up as boys by a she-wolf were one day found near the Tiber River that now lies Roma Invicta. A wandering sheep herder came across and adopted the two boys and raised them as his own. Eventually, they grew up to be strong and very wise men that created the region-state of what is now Roma Invicta. A new type of state, the basic instrument for Latin influence and the gains of the grainy and forging of the Roman Republic. Drafted. Article I: Rights of Citizens in Roma Invicta (1) Citizenship shall be granted to nations who are members of the World Assembly or can show proof thereof via linking their WA nation to the census office citizen registry. (2) Citizens are entitled to freedom of speech, expression, and beliefs so long as such exercises of freedom do not break the laws and customs of Roma Invicta, defame and discriminate, or otherwise contravene the basic moral rights of citizens of Roma Invicta or its republican principles. (3) Roma Invicta holds itself as a moral beacon of Latin culture, a future powerhouse for all that is Roma. Citizens shall not lie, impersonate, spread defamation, or spread hate towards one another on personal levels. (4) Citizens have the right to a free press if and only if such freedom does not contravene this Constitution, nor break the laws of Roma Invicta. (5) No citizen can hold more than a single position in government. If you hold a lower office you can run for a higher office in an election until after your term. (6) All residents shall have the right and opportunity to formally register as a citizen from the province of Roma Invicta following a province’s immigration laws and procedures. However, applications can be denied based on lack of class or military service. (7) Citizens have the right to petition the Senate, or its great and just consuls with their grievances and are as such afforded the opportunity to be heard without undue harassment if such a petition is presented absent indecency and toxicity, and is done so with the utmost of decorum and maturity. Article II: Provinces of Roma Invicta (1) For a region to receive provincial status, it must be permitted as such by the Senate of Roma Invicta. Once the status is granted, then an embassy must be established and all residents of the province may receive residential status of residence in Roma Invicta. (2) All residents of a province may choose to apply for Citizenship from the province of Roma Invicta. Doing so provides local culture, commerce, and the right to partake in provincial politics. As such citizens are afforded the opportunity to help shape Roma Invicta culture at a community level, as well as a regional level. (2) For a provincial resident to be approved for citizenship, they must have a nation within Roma Invicta, and show proof of WA status on the said nation or a link to their WA. (3) All provinces shall elect from within a provincial council for a term of 3 months in alignment with the consul elections. The provincial council will meet to discuss matters and affairs of their respective provinces, as well as discuss and enact legislative law and roleplay law at the local level. (4) Provincial elections are only open to those that reside in a particular province and have WA link status or registry for legion services. An election shall be run per a province’s procedures but must have a campaign period before a vote and an anonymous voting period of 48 hours. (5) The provincial council shall have one or three members as their local representatives, and direct their needs and complaints to the Provincial Governor that is assigned to the province by the Senate. (6) The Senate of Roma Invicta has full authority to select a senator to act as governor of a selected province. The governor will move a nation to the province and be endorsed by the residents as WAD. (7) Should a provincial region refuse to endorse the active governor and they are not given WAD status, then it will be considered an act of rebellion. Given that the region agreed to become a province, legion troops will be sent by the senate to install order and law. (8) The Provincial Council may only legislate for matters relevant to the province it represents and as such any laws passed with assent by one province do not influence another. Further, local laws are by nature inferior to Roma Invicta laws, the constitution, and decrees enacted by the republic. (9) All laws passed following a council’s procedures must gain final assent from its provincial governor before they will be enacted. provincial laws shall only pass if greater than 50% of councilors vote in favor. (10) A province may opt for its governor to create a local council position following their needs. Positions created may only have jurisdiction within the province of origin. (11) All provinces may conduct immigration or tourism programs for growth so long as the spirit of such programs does not contravene the values, traditions, residents within, and goals of Roma Invicta. (12) Citizens or residents of Roma Invicta are not obligated to join a province, similarly, provinces are not obligated to accept any non-citizen of Roma Invicta should they not meet requirements per any provincial immigration laws. (13) A province may seek independence only if its Provisional council votes 100% in favor. A declaration must be sent to the senate and the senate will go over the reasoning and results of the vote and decide if they wish to grant independence. (14) New provinces may be created or removed by the Senate. Senators may petition for a created province but require at least over 50% supporters before consideration and a 75% vote to establish. Vice versa for dissolution of provincial status. (15) Should a province be invaded by barbarian raiders, the Legion of Roma Invicta and the auxiliary of the province region must answer the call to protect and liberate its province. Then sware to declare the attacker's enemy of the senate and republic of Roma Invicta. Article III: The Class System (1) The Patricians and Plebians will be the sole legal citizen class of Roma Invicta. No class group or outside individual entities shall be allowed citizen rights in Roma Invicta, ensuring a socially strong and balanced political climate. (2) A nation must show proof of WA membership before becoming a citizen of the region. They can have the WA on their nation to show the most status of loyalty to Roma Invicta, or they can have a registered puppet nation outside of Roma Invicta with WA status to validate that they are not a puppet of someone who already holds citizenship. Citizenship will be granted by the Consuls at the same time by proof of their WA membership. The classes shall act as a communal model of the will, power, and aspirations power of Roma Invicta, and their Everlong admiration and loyalty to their Latin culture and region-state. (3) Non-WA and Provincial residents who do not hold citizenship, but may participate in civil festivals and non-political/military activities of Roma Invicta. (4) All members of the Patrician shall be members of the Senate and should strive to push the values of Roma Invicta and enact its will at every level of government, always with the Republic in mind. (5) The Plebians class takes on being the low class of citizenship, as stated firmly in this Constitution. The Plebians work to attribute their devotion to their gods and the state, accepting their role, and concern for the never-ending pursuit of a strong republic, and its values in leading us forward. Plebians are guided in activities in going on with their day-to-day activities and participation on a regional level. They elect members from their class to form the Plebians Assembly and conduct matters that will no doubt be in the best interest of the republic as a whole. (6) Plebians can run and vote for elected Consul, but can not run/vote for or in the Senate unless elected as Consul. In after a Consul's term in office, if they are not, they will become lifelong members of the Senate, as well as possibly joining the Patrician family if they are invited after their term is up. Article IV: The (Plebian Assembly) (1) The Plebians shall have an Assembly with 3 elective seats for representatives who will be elected to a term of 3 months by the entire Plebian class. (2) They will serve directly beneath the Senate in authority. The Plebian Assembly may not draft or pass bills into law, but will be tasked when summoned by the Consuls to vote on legislation passed down to them to decide on. (3) Representatives after their term may run for higher office, but may not run or hold another office higher than the current one they seat in the Plebian Assembly. (4) The Plebians Assembly representatives will take their grievances of the people up with the Consuls during a session, and not before the Senate. Which is a separate branch that holds no authority. Article V: The Senate (1) The Senate consists of the Patrician Class of people serving a term of 3 months. As the Republic representatives, they shall hold the authority to discuss and vote upon region-wide issues, treaties, legislation, and roleplay legislation. The Senate represents the bastion of republic ideals, morals, and values and as such uphold and furthers the aspirations of Roma Invicta, its people. (2) Each province Governor shall automatically gain a seat in the Senate. (3)The Senate is tasked with proposing and voting on motions and bills, including creating offices in the Tribune cabinet to help manage tasks like citizenship, recruitment, culture, and other tasks as approved by the Senate mandates if they deem the Consuls have too much power. Or disbanding offices if they think Consuls need more hands-on responsibility. (4) The Senate may appoint a temporary regional officer in the Tribune Council to fulfill duties delegated to them by the Senate. If the other two Consuls are too busy in lack of time, piled roles, leading Legions during the war, or uncertain timing of their CTE. (5) The Senate shall have full authority to establish or disband an office on the Tribunal Council. The Senate also holds the power to approve or veto a Consul nomination to the position of these offices. (6) All legislation passed by the Senate shall become law once a signature is granted by the two Consuls. The Consuls may veto the bills, in which case if the bill passes the Senate, then it shall go to the Plebians Assembly to seek approval or be revoked by the people's representatives. Legislation shall pass if greater than 50% of representatives vote in favor. In the event of a tie in voting in all cases, the bill shall be determined revoked, and passage by the Senate must wait to be revisited and discussed in another term. (7) Senate legislation is considered superior to provincial law and no Senate legislation may contradict this constitution and decrees unless an amendment is passed with an 85% or more majority in all branches of Consulship, Senate, and the Plebian Assembly. (8) At the discretion of the Senate, a non-binding referendum may be called to determine the Plebians Assembly will on matters of legislation that do not contradict Roman Invicta values and republic ideals. The Consuls will preside over this session. (9) The Senate may remove any representatives who fail to perform the duties of their office or exerts behavior unfit to the office, from the Consulship and Senate with a 2/3rds majority vote of no confidence. (10) Any class or office-holding representative may be removed from office automatically after 14 days of inactivity with prior notice. (11) If a representative is removed or an office is vacated before the first month of their term is over, a special election will be held by the Senate. (12) If a representative is removed or an office is vacated in the second month of the term, the Consuls may appoint a replacement from the respective family class to finish out the remainder of the term. (12m3) If a Consul is removed, then the other Consul will have to step up with the help of their administration in the Tribunal Council. (14) If both Consuls are removed for some high reason, then the Senate must hold a general election. Article VI: The Tribune Council (1) The Tribune Council is responsible for the performance of regional government offices. Domestically, they will carry out the specific tasks of their office's role designated by the Senate, as decreed by the Consuls as members of their term administration. They will effectively be acting ministers of their department. (2) The Tribune Council reports to the Consuls but acts in the will of the Senate. A Tribune may be appointed by a Consul to serve, at their pleasure, as the head of the office created by the Senate. The nomination must be approved by a Senate majority and serves the term of the ruling Consuls. (3) The Tribune official must answer a summon if called to attend by the Senate to discuss matters related to their duties for the Consuls. Their progress report must be honest, or face possible removal from office and replacement if they fail to perform adequately in the eyes of the Senate. (4) The Tribune also assists their office through active efforts. Further, it is the responsibility of the Tribune to impartially analyze any information regarding their role in government and give that analysis update every week to the Consuls so they can professionally report their administration performance to the Senate. Article VII: Consuls of Roma Invicta (1) Any citizen of Roma Invicta has the right and can be nominated and run for the office of Consul. Be they Patrician or Plebian. However, a person already holding a seat in office may not run for higher office. They must wait for the end of their term for running in an election. (2) Consuls hereby jointly represent Roma Invicta as Heads of State, Supreme Commanders of our Legions, and Arbiters of Law and Order during their term in office. (3) The Consul's role is to moderate a discussion, administer open and transparent voting and discussions of region-wide legislative law, and roleplay legislation. As well as be prepared to lead the Legion of Roma or appoint a Tribune to command a task force Legion for a mission. (4) The Consuls maintain the right to appoint, at their pleasure, any citizen to a position on the Tribune Council. All nominations must go through the Senate and be approved. If the Senate votes nay, then the Consuls can opt to have the Plebians Assembly vote in their nominations. If they vote nay, then the nominations are rejected by the republic, and must seek another individual. (5) The WA Delegacy shall be held by one of the two Consuls. The WAD Consul shall be known as Pro-consul and will handle WA affairs, Foreign Dignitaries, ensure that all regional information is up to date and kept in records, and therefore will have to notify the Founding account of any updates needing to be made to reflect changes that take place. Such as passed bills, election results for the Senate and Plebian Assembly, etc factbook related record keeping. (6) The second will be known as Co-consul and will be tasked with Military and regional security matters. Ensures that all Tribune Council members are kept up to the task in their duties in the office. As well as must also submit an update to the Senate each opening session to keep members of the Republic up to brief them on the progress of the administration and any hear concerns from either party. (7) Decrees passed and issued by the Senate must contain both Consul's signatures, and shall be enacted as law immediately upon the issue and may supersede any contradictory law, and hold primacy over all other laws but shall not contradict this constitution unless passed by all three branches. (8) A Consul may be tasked by the Senate to lead the Legions into war. This duty will be handled by the non-WAD Consul. Should there be a need for more Legion leadership, the non-WAD Consul may select a Senator or a member of the Legion to serve as Legatus during a campaign to assist in their leadership. (9) Consuls have the right to bring up charges against citizens of Roma Invicta, but can not decide their innocence or guilt, nor punishment. That shall be handled by the Judicial office, and the Senate will act as jury. However if at war then the Consuls may decide so to any Legionary, or if a state of emergency is declared by the Senate then they may to citizens as well. (10) To safeguard Roma Invicta, the Consuls may enact a decree of banishment on an individual citizen, non-citizen, or foreign national. The decree must be made to the Senate, and an appeal may be granted, but the final decision on the appeal falls to the Senate. All decrees of banishment shall be transparent with full reasoning provided, and any citizen may represent the banished in the event of an appeal. (11) Any banishment from Roma Invicta must be overturned by both Consuls. All banishments will be reviewed during a session of the Senate at the time of banishment. (12) If the Consuls fail to perform the duties of their office, or exert behavior unfit to the office, they may be impeached by a 2/3rds majority vote of the Senate followed by a 2/3 majority vote of the Plebian Assembly. The motion of no confidence must pass both branches. (13) If the Consul is impeached or vacates the office, a general election shall be served. Or a temporary state of emergency can be declared by the Senate, and they can appoint a Dictator to oversee the region to establish stability for the remainder of the term. Article VIII: The Legion of Roma Invicta (1) The Legion shall be considered a general term for both the offensive and defensive forces which serve the Senate of Roma Invicta and its Consuls. (2) The mission of the Legion is to defend the interest of the Senate, to safeguard the safety of the people, to defend the Republic system and the gains of the region-state, and to defend its honor in obligated treaties of alliance and declaration of war by the Senate. (3) The offensive division of the Legion shall be known as The Legion of Roma Invicta. Its tasks will include the training of competent game players who will take part in both raiding and defending, working with other allies when opportunities arise, and a force that can be summoned at reasonable notice for integral government operations and emergencies. (4) The defensive division of the Legion shall be known as the Praetorian Guards. They will be the first line of Senate and the Republic defense, the first to enact the directives and orders of the Senate and Consuls. They will be tasked with ensuring the continued security of the appointed WA Delegate Pro-consul through endorsements, moderation of official Roma Invicta communications such as the Regional Message Board and any official chat rooms of the region-state domain, endorsing any official endorsees and promoting cross-endorsing, and being the vanguard protector force of the region and for officials through the promotion of information, reporting of counter-roma activities, and other tasks found to be substantially beneficial to the well-being of the republic and its people. Article IX: Judicial System (1) The Consuls and the appointed Justice represent the arbiters of Roma Invicta law. (2) The Justice will arbitrate and deliver interpretation and sentencing where applicable in accordance with Roma Invicta law, with the authority of the Senate. (3) The Senate with a 75% majority may at its discretion overturn a Judicial decision after a transparent review. (4) All citizens have the right to appeal a decision once, and a citizen may request another citizen to act as their representative in a trial or appeal. (5) A trial may be reopened should new evidence come to light at the discretion of the Justice or our Consuls. (6) The Criminal Codex shall be the document law of Roma Invicta. Article X: Citizen’s Accord (1) Citizens may petition the Senate regarding grievances by the state, whether it be the Government or the people’s representatives. Such grievances will be reviewed and if prudent, action may be taken. (2) In the event of an ineffective office, citizens of Roma Invicta may petition for dissolution with at least 10 in support for a motion and a passage of 4/5th vote. In such an event, the Senate will hear all reasonings and allow the dissolution assent via a vote. Article XI: Supremacy of the Constitution and Amendments (1) The Constitution of Roma Invicta is considered the supreme law of the land. No legislation may contradict the Constitution. No simple decrees from one individual may amend, add, or alter the Constitution. (2) The Senate may propose amendments to the Constitution and amend the Constitution accordingly should the amendment gain assent from the people. All amendments to the Constitution must pass a 50% majority before consideration. The amendment must be ratified by the Senate, pass the Senate with a 75% majority, and then be sent to the Plebian Assembly and passed with a 75% majority. The amendment must then be signed by at least one Consul to be finalized and officially amended into the Constitution. (3) For only may the Founder be an exception to amending and updating the Constitution. Or until a Senate and Plebian Assembly has been filled to make this document function. As to keep the functions of the early state stable and make clarifications to better match the theme and development of the region. (4) For stability the founder will be acting Emperor. The Regional Guardian of Romulus Remus Roma | Yeah once the factbooks for everything is set up then those with WA or proof of their main having WA membership can receive citizenship and join the Patrician class to form the Senate. Then we'll probably go over the Constitution and everything else for the Republic to ensure we agree it looks pretty solid for continuing. Then we can focus on starting rp onnthe rmb and most government business will be handled over Discord since there's an app for mobile and site for pc users. I use both and it's generally how every major region conduct diplomacy and offsite activities these days. Offsite-forums aren't really a thing outside of GCRs. | |
