Though this proposal means well, the second to last paragraph regarding knowledge of blood-borne illnesses concerns me. There should be some method of testing for blood-borne illnesses, and not just going over what a donor supposedly knows. There is no requirement for making sure blood is safe for use, which would help address the issue of blood-borne illnesses.

For this reason, I recommend voting "AGAINST" this proposal.
