Potential superpower is a prediction. In 1990s, Japan was potential superpower. Now, they are not. How you call India a potential superpower when we can't even influence smaller neighbours?

Because India is one of the competitor. Srilanka, Maldives, Nepal are not the competitors.

CPI is just in Kerala. If Gujarat is a model state then Kerala is a super model state.

To get pocketed, the centre should release the funds first obtained from the state governments.

Gujarat is a successful state because of BJP and Kerala is a blessed state and BJP would be right for them because Kerala has the brains and has a potential to become great!
Tamil Nadu on the other hand has little BJP because of their thinking and how diverse and different they are from Kerala. Kerala is more like Maharashtra and Gujarat according to me.
