The only way I know how is to make a recruitment telegram. Here's some info: page=faq#telegrams . I dont know these, so I cant help u
THe question is how to KEEP people in your region. For one, you need a community of people who talk to each other, so the region doesnt seem dead. Then you need other activities, like a discord, or a political system where you can elect delegates.
