Japan is isolationist, not that xenophobic, although it is certainly a problem. I'd consider the US just as xenophobic, but in a different way. And yes, in the case of a well developed policing system, there's no need for everyone to have guns. The government should strive for that. "Other than the police and the military, no one in Japan may purchase a handgun or a rifle".
And I'm just giving Japan as an example because its a nation in which all your problems with not allowing guns are practically nonexistant.

Racism and xenophobia is very much still a problem for Japan. They haven't even instituted any official laws against discrimination, that I know of. It is changing for the better, but it will take at least a couple more decades for this issue to pass.
It's the combination of the policing system and the culture that make it possible for Japan to do this. I am saying that Japan is an anomaly.
You can purchase a Shotgun, if you have a license, and an Air Rifle.
I have no problems with your proposal, I just feel that we can reach the same conclusion with guns. The only issue I have brought up, is the drug trade. That will not change until the Cartels are finally destroyed.
And as I said in my first comment, Japan essentially does have a "Stasi"-like policing.

America is fundamentally xenophilic to the point where it becomes an issue sometimes, it's deeply ingrained into the culture.
Also Japan is deeply oppressive societally, and that's been hurting them recently.
