The beauty of this game is that that's up to you to decide. You can answer issues with the intent to maximize profits at the cost of your people, make a ruthless dictatorship, a utopia, or even just to see where the game takes you. So sure, screw over your people for money if you like. As leader, nobody's gonna stop you.

No I'm landlocked, in a heavily mountainous (and cave ridden) region devoid of life and animals due to a brutal civil war that left nothing left of the nations environment. That is why we looked to the stars.
