I set out to question all five candidates to be Delegate of Africa in order to compare their policy standpoints and allow them to provide citizens with a better idea of their campaigns, considering how this season's campaign seems to have been dragged into mudslinging. After receiving their responses, I have compared them, question by question, in this dispatch, and provided my opinions on them. That being said, upon reviewal of the lesser confidential responsibilities that do have some public disclosure, it could be implemented to announce when embassies are being officially opened or closed with other regions." Bro Kinaba said: "I will announce any and all embassies and treaties we are a part of and their stipulations, I suspect from the answers of my own question to the candidates even our delegate candidates don't know, apart from the obvious Mesothallania. I will make it so every citizen knows and can make opinions to me about a region." Vaspartama said: "My biggest objective to improve communication and transparency is to include citizens in decision-making as much as possible. Some possible methods are soliciting citizens’ opinions on World Assembly legislation as much as possible through polling and communicating official decisions to Africa’s citizens as quickly and completely as possible. I also seek to bolster internal and external roleplay participation by working with the staff to establish a more fairly applicable ruleset for getting mapped." Question 2 Topic: Cabinet Candidates were asked: "2. A leader is only as good as the people they choose to surround themselves with. If elected as Delegate, how would you shape your circle to run things? Are there any staff you would like to bring in and, in particular, who would you nominate as Vice Delegate? Why?" Mesothallania (USM, Current Delegate) said: "As current Delegate, I am saddened to admit that my current choice for Vice-Delegate was the one decision I regret the most out of all in current Office. I chose Cobra Sahara as an olive branch to show that there can exist a bridge between the more traditional approach to the roleplay and the contemporary; however, it soon became apparent that despite the goodwill, there was a clear lack of judgement as Cobra Sahara immediately failed to perform select duties and responsibilities given to him. I am not at liberty to discuss further Cobra Sahara’s involvement or lack thereof within the Office of the Delegate, but it can be rest assured that I will not succumb to appointing a Vice-Delegate as a personal favor once again unless I feel it to be in Africa’s true best interest." Bro Kinaba said: "My circle is the mod team as it is, and I would want to solidify some staff's positions, and because as Delegate I will be an ambassador, I will stretch my long arm to bring new hopefully active war modders. And I nominate someone very close to me as Vice Delegate, but they wish to stay anonymous until I win. And why them? Because they are an amazing writer." Navoj dazpoly (Scandinavian Empire) said: "Moderation and management of the region would be shaped by the ones who are elected in the Roleplay Council and the Moderation Team. The moderation team would be expanded for those who have the capabilities to moderate but not to do roleplay concerned matters like war modding or cartography. I don't see anyone fit for roleplay positions as of now, but I believe that Roman Empire (belfast) and Indiaxxx could be a great fit for the moderation team. Vice Delegate is something I would keep to myself." Lunar sand (Aurarian Empire) said: "regarding the vice delegate if I got elected as delegate I'm still searching for good candidate that can actually help and is actually active. Even tho we have much differences and hate between candidates my main vice delegate candidates are either bro kniaba or Navoj Dazpoly. They seem fit for delegate or vice delegate keeping in mind they both are active and they both know much Of Africa I would also recommend lower Nubia and Transvall but from my perspective they seem busy enough with mapping or economics or other mods work." Vaspartama said: "I would nominate AE/Lunar Sands for Vice Delegate because I believe he has seen the same trends in the staff and the community that I have identified in my platform and wants the best for the region. He only lacks experience in the government, which is by no means a criticism. There is no particular group that I would favor because I believe Africa’s government should be impartial." Question 3 Topic: Moderation Team Candidates were asked: "3. What is your relationship with Executor Mombombu? How do you plan to work with them and the other members of the Council?" Mesothallania (USM, Current Delegate) said: "I have known Executor Mombombu for half a decade now. We were there when Africa was raided in December 2019. We were there when Africa scrambled to reform from the AOR into the GARP. We were there when Africa reformed itself once again into what it is today. I already work with him and the rest of the Council, currently as World Assembly Delegate, [Non-War] Moderator, and Cartographer." Bro Kinaba said: "My relationship with Mombombu clearly, in my eyes is the best. Maybe I'm wrong because I'm not her but she did a lot for me for where I currently am, and I think that's for a reason. I plan to work with them as I currently do, at least more proactively, as I am one of only a few that talk to her about foreign policy." Lunar sand (Aurarian Empire) said: "Although I did not have a good first impression with Mumbomobo, I have vowed that I will always be loyal to Africa. I will make everyone see that in terms of the good changes that will happen in Africa. If I am elected, I will work hard with the staff to make Africa one of the best continents. I know that if I am elected, no problems will arise with any individual in the continent. All the problems you see or insults to any member are just a joke and not that serious. I will work with members all over the sides and take their advice and ideas. Africa belongs to all of us and does not belong to one person only." Vaspartama said: "My relationship with Mombombu has always been friendly since at least 2020. I used to be on staff until several personal disputes this past year led to my termination. These have not affected our current, amiable relationship. I will work with Mombombu and the rest of the staff as I always have, being a bee in their ear with a perspective that they do not usually see, I have seen a lot more dissatisfaction and I can work with people who seek change, helping to make their voices heard to staff in a way that they will be ready to hear it." Question 4 Topic: Embassies Candidates were asked: "4. As you know embassies are the cornerstone (not to be confused with Waterstones bookshop) of our region’s diplomacy. What would be your position towards embassies as Delegate? Do you have any specific plans to establish embassies with any particular regions, would you loosen the criteria on embassies, and would you increase or decrease the scope of Africa's embassy participation?" Mesothallania (USM, Current Delegate) said: "I will not be making promises regarding how many new embassies are to open or close as our embassy criteria is maintained while the world and other regions fluctuate. It is near impossible to dictate how one would proceed when there are too many factors that may dictate otherwise. I would maintain my current flow, work ethic, and direction, within the Office of the Delegate." Bro Kinaba said: "My position would be the same as USM; I just won't have to be pinged 50 times by Mombombu to respond or have Mombombu tell me 2 weeks in advance. At least I hope I'm following USM, because he should be following the official region's embassy policy. I plan to make an embassy with New West Conifer I think it's long overdue to make an embassy with such an active and pro-Africa region. I would probably decrease the scope for existing Embassies so we can place newer Embassies with more connected regions." Lunar sand (Aurarian Empire) said: "As it's known embassies are one of my main campaigns, our embassies needs more overview whether to decrease them or increase them. My main goal is to abosuletly increase them with more, and when I say more, I mean more embassies. I would say the rule of having a real map is essential to make an embassy with a region isn't that important, I recommend that we change it to that it must be a relastic map not just a random (or tiny) map. This will help us increase our embassies." Vaspartama said: "If roleplay is the lifeblood of a region, then embassies are the arteries where different regions can build friendly networks of roleplayers with common interests and have fun together. I will default to Mombombu and staff on what embassies to establish, but I will constantly seek new regions with similar goals and roleplays to do events and activities with and work toward establishing constructive relationships that lead to embassies. I can confidently say that none of the other candidates have as integral a relationship with India as I do." Question 5 Topic: RainDrop Pact Candidates were asked: "5. How would you affirm the region's commitment to the RainDrop Pact as Delegate? Do you plan on proposing reforms to the Pact?" Mesothallania (USM, Current Delegate) said: "Africa’s commitment to the RainDrop Pact and potential reforms put forth are systematically discussed within the Office of the Delegate. No more can be mentioned at this time due to confidential reasons." Bro Kinaba said: "I first wonder how many people know this as a defensive pact and not just an N-Day thing, can't wait to see that LOL. Anyway, I have a lot of ideas, yet sadly most of them are going to be finalized before anyone or I can become Delegate. But the key reform would be to have a bare minimum standing military of 5 nations to be allowed in." Lunar sand (Aurarian Empire) said: "Regarding the RainDrop Pact even tho this was my first n-day it's was a disaster in my perspective. We need more nations as that the nations that are joining were most of them inactive. RainDrop Pact needs more regions in it. However I would say that this subject is a little complicated and I can't comment much in it however I will work more with mombombu and discuss it with other mods for a solution." Vaspartama said: "I have a very special relationship with Africa’s sister region in the RainDrop Pact, India, and will leverage this relationship to strengthen the RainDrop Pact and increase both military cohesiveness and cooperation on events like N-Day, Z-Day, and entertainment, such as movie nights." Mesothallania (USM, Current Delegate) said: "My life experiences and skills in interregional affairs have all culminated to the current position that I hold: incumbent of Africa’s Office of the World Delegate." Bro Kinaba said: "While Scandinavia made fun of me being banned from the WA and Africa for a month, what throws someone more into the interregional spotlight than that? and come out better for it? Also, I keep an eye on every raindrop pact member I suspect more than anyone else, other than Mombombu." Here’s what I understand from it. Every six months (hopefully, this has not been strictly enforced and likely won’t be), citizens who are WA members and in the region for at least six months can run for WA Delegate and be voted in by eligible voters. The precedent has determined that candidates only need to join the WA after being elected as was the case with both the Sovereign State of Khalistan and Indonesia. Therefore, you only have to be a citizen for 6 months to run, and I have been in the region since 2020. As for the embassy regions, the list is long and exhaustive, but they include a core of descendants of the Assembly of Regions that Africa was a core member of, especially India and formerly Alcris, as well as other regions with similar ideals and roleplay models. Africa’s security obligations under the Raindrop Pact are defined in the Pact’s charter and include mutual defense against raiders who attack any constituent region." The Protectorate of Republic of Lower Nubia | Republic of Lower Nubia Elections After the end of the year-long occupation of Lower Nubia by troops from the Union of Afro-Euroasian Alliances (UAA), mostly from Akzvoria and Cobra Sahara, in a shock move by the Alliance, the country was to head to the polls to select a new government, independent and free to chart its own course in its own affairs. The elections themselves would be contentious, with previous structures removed in favour of UAA-backed ones. The election was carried out using the Renbsurgian model, a semi-presidential method of governance in which independent elections for the President and the bicameral Parliament were held using first-past-the-post voting. The occupation authority had outlawed the country's two biggest parties heading into the election, the Nubi-Liberals and Nubian Labour Party, owing to their ties with the prominent previous government figures and its President Basil Bisharin. The situation surrounding the young Republic's elections was not an ideal one. The occupation and imposition of the UAA High Command's political aims onto the people of Lower Nubia was unpopular, and created a setting of potential internal unrest, through protests at best or armed resistance at worst. Furthermore, people were dissatisfied with worse living conditions, little internal development, rampant corruption of occupation officers, and a struggling economy in continued recession. --- Entering the campaign, five major issues stood out to the timid electorate in their new democratic exercise. The first was the issue of stabilisation of the country. After an invasion and long occupation, the focus that many thought their new government should undertake is a plan to stabilise the country, rallying all opposition behind them and mending broken fences, for without peace a focus on other issues is greatly more difficult. Furthermore, many saw this as not only an important task but also a relatively straightforward one, due to Nubia's smaller land and population size. Questions arose about what should be done with figures of the pre-occupation government, led by Basil Bisharin, to placate potential rebels. Another major issue was that of the ever-important economy, which had been shackled from growth during the occupation ─ in fact, because of the conflict and this, the new Republic inherited an economy in recession. A significant number of the populace believed that the new government should carry out Keynesian spending plans to boost economic growth to make up for the long period of stagnation, while a major part of the political establishment was opposed to greater spending and favoured austerity measures. Infrastructure was also a major issue on the campaign trail. Internal development was not something ignored by the pre-occupation government, which saw it as essential to economic growth, but during the UAA's occupation, the front was shut off. The issue was one of the few that could attract the backing of most of the electorate and most politicians, as a savvy political move, in favour of spending, as the delicate economic and internal situation led to many preferring austerity politics with continued high internal security spending. The UAA's occupation also continued an unfortunate trend of high corruption in Lower Nubia. As is imaginable, UAA officers during the occupation of a foreign land that meant little to them and without much action, as well as UAA-imposed civil servants had taken to accepting from or even imposing bribes on the general public. Many were unhappy with this and wanted to have the invaders and their officials see justice, while most politicians, owing to the UAA's elimination of rebel opposition, opposed this and were more conciliatory to the UAA. Questions of reforming the civil service, whose senior members had been fired by the UAA, also arose. Another pressing issue was that of the country's legacy of the occupation, something that would surely be remembered for decades. Almost all politicians who were staunchly against the UAA and its invasive occupation had been cast aside. However, the populace clearly took a different view, seeing the destruction of property and even nature, such as the detonation of Gabal Elba National Park. This also prompted many to think whether the country could really chart its own course as a free democracy with the Alliance breathing down its back, and surely to remain influential after the elections. Issues that predated occupation still took a front. The issues of immigration and LGTBQ+ rights, which had been present in the country's 2022 election, remained important. The political split on these issues reflected that though modified, the country's political institutions still survived, and an imaginable partisan split was visible, with the left broadly supporting immigration and more LGBTQ+ rights, the centre supporting skilled immigration and civil rights, and the right opposing both. --- Four major parties were contesting the elections. The major, mainstream centre-left party was the Socialist Party, despite its name. It was the legal successor to the Nubian Labour Party, outlawed by the occupation authority. It advocated for increased public spending on infrastructure, benefits, and health and education, supported by higher corporation taxes, extending an olive branch to the previous government, such as by the popular move of bringing Bisharin back into government as a junior minister, conciliatory but "firm" action towards the UAA, a welcoming immigration system, and pro-LGBTQ+ rights. Associated with the UAA occupation, they mentioned corruption little. The Socialists' campaign strategy was to posture as a constructive, technocratic party looking towards the future and attract both rural and urban voters. The Socialist Party nominated Mohamed Saad, a civil servant promoted during the occupation, as their candidate for President ─ someone with experience and rationality. Towards the centre-right was the Moderate Nubia Party, which had also taken in many former members of the Nubi-Liberals. In general, the party favoured preserving the status quo, with austerity at home and beneficial trade treaties overseas with ideologically aligned nations, moving on from the occupation as an independent nation, small investigations into corruption excesses, focusing on domestic policy, favouring only highly skilled immigration, and keeping things as they are with LGBTQ+ rights. The Moderates' campaign strategy was to posture as the sensible, middle-of-the-road party focused on Lower Nubia, and attract Nubi-Liberals to their side. The party nominated their current leader Tadra Bakoum as their presidential candidate. Bakoum was popular after leading the party to a respectable performance in 2022. The most anti-occupation party was 'Nubians Unite!'. A deeply socialist party that had risen to the spotlight in 2022, they were staunchly against austerity and in favour of higher taxes on the rich and corporations, in a few cases they were against nationalisation, to fund greater public services. They were also harsh on the UAA, blaming it for "oppressing" the populace, even calling for the prosecution of officials and giving fired civil servants their jobs back, though in favour of focusing on the home front. They were very pro-immigration and pro-LGBTQ+ rights. As the party called for "liberation" and "justice", they focused their campaign strategy as the bona fide populist force, seeking to attract disillusioned voters and voters angry with the occupation. The party nominated their leader, Michel Sonbol, also popular after successes in 2022. The final party, seeking to counteract 'Nubians Unite!' on the right was the Nubian National Party. They supported massive tax cuts around the board and deep protections for domestic industry, thus not in favour of increased public spending, believing fewer taxes would make up for it. They were strongly against immigration and LGTBQ+ rights, viewing that immigrants only served to lower wages, and the LGTBQ+ community as sinners. They had exploded in 2022 and hoped to replicate this success by drawing dissatisfied voters who were at the same time not socialist. However, they were quiet on corruption, surprising as the populist sentiment seemed to be very anti-UAA. Rumours of a foreign compromise ran wild. The party nominated their successful leader, Ibrahim Bishari, as their presidential candidate. --- The Election Council declared the election campaign was to begin one week from the beginning of the UAA's withdrawal from Lower Nubia, lasting one week. Thus, the campaign would take place from the 24th to the 31st of October, with voting on that Thursday, during which one debate was to be held. However, the campaign was far from simple, with rising tension, protests, and deep mudslinging. Many Lower Nubians were pleased when voting day came and went. A brief timeline of the major events has been provided below. 23rd October, Wednesday ─ All four parties submitted their candidates for the presidency and all candidates for each of the Parliament's 100 constituencies in the lower chamber, the ϧⲣⲏⲓⲁⲩⲗⲏ, and 30 constituencies in the upper chamber, the ϩⲣⲏⲓⲁⲩⲗⲏ, ahead of the campaign. 24th October, Thursday ─ The campaign began, with posters going up and the volunteer machine grinding into action. All of the candidates except Saad took two-day trips across the nation to gather with voters, with Bakoum hitting the suburbs, Sonbol travelling to the rural regions, and Bishari courting the vote of the corporations. Saad stayed in Napata for discussions with prominent occupation figures and the interim Speaker of the House, Kandake Alara. 26th October, Saturday ─ A four-party debate was held, the only one of the campaign, discussing infrastructure, immigration, and the economy. Saad was seen as the winner for his pragmatic, well-thought-out ideas, while Bishari had an illustrious performance. Sonbol and Bakoum were deemed as mediocre. 27th October, Sunday ─ All four candidates took the day to barnstorm fundraising and meet with financiers. Saad was able to attract the investment of many capital investors as well as secure significant donations. Bakoum had success as well, with plentiful donations and the support of many backers, including almost all former Nubi-Liberals financiers, though leaked internal reports stated Bakoum was not pleased and called the donations "underwhelming". The Sonbol and the 'Nubians Unite!' campaign faltered, with little success. However, Bishari was able to attract the support of many medium-sized corporations, massively increasing his grassroots support from a 2022 campaign mostly on foreign donations, and further legitimising the National campaign as a populist force. The 'Nubians Unite!' party was seen as losing momentum. 28th October, Monday ─ Candidates had planned further campaign visits, but all returned to Napata after the outbreak of a pro-Bisharin, anti-UAA protest numbering 15,000. Order was initially maintained, but it soon turned to chaos, with small clashes with the police taking the lives of 3, including one police officer, and injuring 21, including 4 protective services workers. The violence has subsided by night, though it leaves a botch on the campaign. All candidates issue a condemnation of it, but the 'Nubians Unite!' party's polling decreased through their association with anti-UAA rhetoric. The other parties continue an awkward silence on the issue. 30th October, Wednesday ─ After campaigning nationwide the previous day, candidates finish off with rallies across the country ahead of voting day on the final day of the campaign, with all but Sonbol in Napata, with the 'Nubians Unite!' leader instead rallying in Halayeb. --- President On the 31st, thirty minutes after polling stations closed, an exit poll was published, deeming the election too close to call: Saad 32% Counting carried through the night and into the next day, with multiple recounts showing a neck-and-neck race between Saad and Bakoum. However, by the next day, it soon appeared that Sonbol's support had been overestimated, and Saad had successfully courted a significant part of the left-leaning electorate. The Election Council was able to publish official results on the 1st of November, declaring a victory for Saad, albeit without a majority and very narrowly. Official Results Lower House Despite Saad's presidential victory, the results for the legislative election in the Lower House, the ϧⲣⲏⲓⲁⲩⲗⲏ, showed the Moderate Nubia Party winning instead. Counting had concluded hours before the presidential count ended but still was extremely close in most seats. Nonetheless, it showed a win for the Moderate and National parties. Official Results Upper House As in the Lower House, the ϧⲣⲏⲓⲁⲩⲗⲏ, the Upper House, the ϩⲣⲏⲓⲁⲩⲗⲏ, saw a victory for the Moderate Nubia Party. However, owing to the the seniority of the chamber being greater, candidates from the Socialist and Moderate parties benefited at the populists' expense, seen generally as more experienced, and thus both parties performed their best in the Upper House. Official Results --- The elections ended carried out peacefully and successfully, with only the Napata Protest sparking violence, and no candidates harmed. It was deemed a success by the Election Council. Ali Saad, the Socialist presidential candidate, was, in the end, able to secure a narrow plurality, though he will have to work with the Moderate Nubia Party, who was able to win the legislative race. A coalition between both parties seems likely. As for the general outlook results of the election, the words of James McCord, an election observer and international member of the Election Council from the Kingdom of Saint Paul summed it up: "Lower Nubia voted for a promising technocratic candidate promising rational change in an election that leaves people hopeful of the regime's future."
