Just a couple of initial questions off the top of my head

They're alien, still working out what they look like though but I'll likely be going down the rubber-forehead alien route >.> The cultures are varied, depending on where and which state you contact and thats really the reason they aren't united, they're too different and have a tendency to squabble among themselves so while they'll work together they'd never join up into one government, preferring to just remain loosely associated.

As for those who mentioned a first contact RP, I'd like that!

When I design alien species for my nation I usually start with the ecosystem they evolved in and go from there. For example, the Ksellians, one of the Genomitans earliest allies, evolved from arboreal ambush predators and scavengers. Though actually omnivorous, they prefer decomposing meat to most other food both for taste and cultural reasons. They also weren't the first intelligent species on their planet, which is rife with ruins of a civilization that destroyed itself in a global war long before the Ksellians came around.

As for the first contact RP, I'm sure we can work out something together. Feel free to ask anything that might help. I'm sure the signs of a new civilization taking it's first steps towards exploring more of the universe would't go unnoticed by other nations.

I tend to start with the appearance, then go on to attributes, then fill in the history to lead into where they are now. Once that's done I go back and adjust them accordingly and smooth everything down until it looks nice and sexy sleek.

Also Pagena, sorry about losing you there for a second, both Red Talons and Genomita have excellent ideas about the creation of an alien race. What I would ask myself if I were you is get a general idea of what you want them to be, then ask yourself what conditions on their homeworld would make it so they ideally evolved to the top of the food chain. Was there some type of predator that nudged them in a certain direction, was there another species that they competed against and overcame, what about their environment made it so they were the optimal species to evolve.
