What I heard was that if it crops up in young, non-immuno-compromised people, that means they've been exposed so many times their immune systems are overwhelmed (which is why it's happening so much in the US now, and not so much in places that have been better about prevention).

Challenging people is probably the biggest kick in the nuts if you're trying to build a nice country for your people to live in. You think "My place is nice, I probably have decent odds of winning" and then the game hits you like a truck by making you compete in corruption, crime, the black market, etc.

I like it, regardless. It's no fun if the coziest nations win all the time.
