The Office of Humanitarian Affairs has called the halting of supply delivery, and give the go-ahead for all loaded ships of needed supplies to head on the months-long journey to Quelsh shores. On board each ship will be its operating crew, aid workers and doctors, and small batches of security personnel to defend against piracy and banditry. No anti-ship weaponry will be present (nor was it even available) but any coordinated attack on these vessels in international water will be read as state-sponsored crime. Entry into national waters will be requested at the necessary points, and docking will only occur to refuel and at points along the Quelsh coast.
