Countries buy our debt to give back the overflow of US currency in their countries. China and Japan buy US debt to make sure their economies and the US economy won't collapse. It's bad for a country to hoarde foreign currency, when it exports stuff for the currency, it needs to get rid of it by in turn importing something from that country to get rid of the foreign currency
