Restricting the function and formation of coalition governments.
Reasoning:
Within the past few days, messages have been posted on the RMB offering to form coalitions between minority factions. These coalitions would, under the laws of the Laraniemian Parliament and elections, topple the current government from power. However, this would be counted as a coup under widely-accepted international law, thereby going against the purpose of free elections.
This resolution:
Defines "current" and "currently" in this context as the moment in time that the laws outlined in this resolution are invoked;
Defines a "coup" as a single event in which the current ruling government of the region is thrown from power by a minority group;
Defines a "minority faction" as a faction that currently holds fewer seats in Parliament than the faction that is in government;
Defines "international law" as rules accepted by most nations in the region to be valid, regardless of whether that rule is encoded in a LaraAssembly resolution or the Constitution;
Recognises that coalition governments are legal under international law, but that they can be dangerous for the faction in government;
Notes that coups, even bloodless ones, are dangerous and also illegal under international law;
Is appalled by the fact that two legal actions should come together to cause an illicit action;
Realises that a compromise needs to be made, to avoid international uproar;
Hereby rules that:
Coalition governments may be formed legally, without threat of controversy;
If a coalition government between two minority factions would hold more seats in Parliament than the faction currently in power, that coalition will not automatically take power;
If the coalition still exists at the time of the next election, it will become eligible to take power and would act as a single faction as per the rules of elections.
LarAssembly is the region's governing body. It's your chance to mould the region to your vision, by voting for resolutions you like and scuttling the rest. However, it's a double-edged sword, because your nation will be affected by any resolutions that pass. (Unfortunately you can't obey the resolutions you like and ignore the rest.) In other words, it's a hot-bed of political intrigue and double-dealing.
Each nation may submit a proposal, whether in a faction or not. However, being in a faction and having official faction support can have special perks. Proposals can be submitted to either the Legislative Council (LC) or the General Council (GC). Each submitted proposal will be voted on by citizens. If the majority vote FOR the proposal, then it is passed and will be put into effect. If voted AGAINST, then the proposal will be dismissed, but still archived. If, after a certain period of time, a nation believes a previously passed proposal should be repealed, they may go through the process.
The Legislative Council (LC)
The Legislative Council is the practical council of the two, where laws that will actually affect the region are proposed and voted on. For example, "RMB Spam Protection Act" would actually change the rules of the region, and not role-play. Therefore, it would be a valid Legislative Council proposal. Submitting a resolution is easy and straightforward....if done correctly. Once written, post a message to the Regional Message Board with the name of the Resolution, and then the dispatch linked below. To be voted on, it must be approved by a LarAssembly Official first.

For every vote by a nation, 1 point gets added/removed (based on FOR or AGAINST vote). However, if at least three nations from a faction all vote the same way, an additional point goes towards their vote.
