In the clearest way I can explain, each region has a set of rules people are expected to follow. If you don't follow them you have to face the consequences.

In other words, when you join a region, you are expected to follow their rules, and not following them will result in a kick.

Edit #2: I don't recommend leaving but if you do not like the rules then you are technically free to go.
