Well, it's a lot more complicated seeing as they had been fighting off Bulgars and Slavs for centuries, had been sabotaged by internal strife, had their capital city sacked, wealth robbed, and empire torn apart well over 200 years prior to their collapse.

I mean, I don't know if an empire who consistently oppressed and murdered religious and ethnic minorities is necessarily greater than a dying Byzantine Empire.
