The problem would have been that the necessary suppression of the Chinese people would have dragged down Japan, but at the same time leads little room for growth in China. Perhaps there would be some power, but neither China nor Japan would be in the position they are today.

You don't get land because it's open and you haven't expanded.
Expansion isn't the focus of the region, we aren't in the Medieval Era. If you want additional land that is VALUABLE TO YOUR CONCEPT , you need to justify it.
Don't want to RP for it? EXPLAIN its value to your concept and approach the cartographer. Maybe it'll work.
Why would they not RP for it? Because perhaps their concept involves them owning the land from the beginning, in the case of a nation larger than the initial claim limit. RPing for it would be non-canon and irrelevant anyway.
